SHRI MALAIYARASAN D: Will the Minister of JAL SHAKTI be pleased to state: (a) the current status of implementation of the Jal Jeevan Mission (JJM) across the country including the number of rural households provided with Functional Household Tap Connections (FHTCs), State/UT-wise, particularly in Kallakurichi Lok Sabha Constituency of Tamil Nadu; (b) the details of funds allocated, released and utilised under the said Mission during the last three financial years and the current financial year along with the reasons for underutilisation, if any, by certain States; (c) whether the Government has conducted any independent third-party assessment of water quality, regular water supply and sustainability of the infrastructure created under the said Mission and if so, the key findings thereof; (d) the steps taken to address issues relating to delayed implementation, source sustainability and uneven coverage in drought-prone and coastal regions; and (e) whether the Government proposes to extend or redesign the Mission beyond 2028 with enhanced focus on water quality monitoring and community participation and if so, the details thereof? Page 1 of 6Statement referred to in reply to parts (a) to (e) of Lok Sabha Starred Question No. *62 answered on 23.07.2026 regarding “Implementation of Jal Jeevan Mission” asked by Shri Malaiyarasan D (a) To make provision of tap water supply to every rural household across the country, including those in Kallakurichi Lok Sabha Constituency of Tamil Nadu, Government of India, in partnership with States, has been implementing Jal Jeevan Mission (JJM), since August 2019. At the time of announcement of Jal Jeevan Mission, 3.23 Crore (16.71%) rural households were reported to have tap water connections. So far, as reported by States/ UTs as on 18.07.2026, around 12.66 Crore additional rural households have been provided with tap water connections. Thus, as on 18.07.2026, out of 19.36 Crore rural households, in the country, around 15.89 Crore (82.09%) households are reported to have tap water supply in their homes. State/ UT-wise details are annexed. Similarly, at the start of the Mission, around 0.02 lakh (0.69%) rural households were reported to have tap water connections in Kallakurichi district of Tamil Nadu. So far, as reported by the State, around 2.04 lakh rural households have been provided with tap water connections under JJM. Thus, as on 18.07.2026, out of 3.02 lakh rural households in the district, around 2.06 lakh (68.19%) households are reported to have tap water supply in their homes. The State/ UT, district & village-wise status of tap water connection in rural households etc. as reported by States/ UTs is also in public domain and available on JJM dashboard at: https://ejalshakti.gov.in/jjmreport/JJMIndia.aspx (b) The estimated outlay of the mission (2019-24) was of Rs. 3.60 lakh Crore, out of which Central share was Rs. 2.08 lakh Crore. Almost entire Central share approved by the Cabinet was released to the eligible States till March 2025. Subsequently, the Government approved the extension of Jal Jeevan Mission (JJM) period up to December 2028 with enhanced outlay and restructured implementation focusing on structural reforms in rural drinking water supply sector under JJM 2.0. The total financial outlay of the Mission has now been enhanced from ₹ 3.60 lakh crore to ₹ 8.69 lakh crore with the central share increasing from ₹ 2.08 lakh crore to ₹ 3.59 lakh crore i.e. additional central outlay of Rs. 1.51 lakh Crore. During the Functionality Assessment, 2024, it was found that 98.1% of households in surveyed villages had tap connections; 87% of households with tap connections reported receiving water in the past week, indicating overall progress; 84% households receive water as per schedule; 80% households found receiving the minimum 55 LPCD water; 76% households found free from bacteriological contamination and 81% households of the supply source found free from chemical contamination and considering the parameters of quantity, quality and regularity, 76% of household tap connections were found to be functional. (d) A number of steps have been taken to plan and implement JJM in the country, with speed, inter alia, including regular review of implementation, workshops/ conferences/ webinars for capacity building, training, knowledge sharing, field visits by multi-disciplinary team to provide technical support, etc. A detailed Operational Guideline for the implementation of JJM and JJM 2.0; Margdarshika for Gram Panchayats & VWSCs to provide safe drinking water in rural households and Guidelines on a special campaign to provide piped water supply in anganwadi centres, ashramshalas and schools have been shared with States/ UTs to facilitate effective planning and implementation of Jal Jeevan Mission. For online monitoring, JJM– Integrated Management Information System (IMIS) and JJM–Dashboard has been put in place. Provision has also been made for transparent online financial management through SNA SPARSH/ Public Financial Management System (PFMS). To ensure universal coverage through tap water connection, the Department has evolved a comprehensive multi-level and multi-format system of monitoring and evaluation of the implementation of programme, linking AADHAR of the head of household for targeted delivery and monitoring of specific outcomes, subject to statutory provisions, including geo- tagging of assets created, third-party inspections before making payments, measurement and monitoring of water supply in villages through sensor-based IoT solution on pilot basis, etc. In addition, to expedite the implementation and strengthening the existing monitoring mechanisms under JJM aiming at improving efficiency and effectiveness, steps like Village/ District Dashboards for stakeholders and linking Village Level Dashboards to eGramswaraj portal, District Collectors’ Peyjal Samvad, Institutionalization of Role of National WASH Page 3 of 6Experts (NWEs) through IMIS module, Role of Third Party Inspection Agencies (TPIAs), strengthened collaboration with line Ministries, Decision Support System (DSS) for strengthening Source Sustainability, Handbook on Community Managed Piped Water Systems, Unique ID for integrated Piped Water System, etc. have recently been taken up under JJM.
