IMPLEMENTATION OF JJM IN UTTAR PRADESH

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government is aware of incomplete, poor quality and failed water supply
schemes under the Jal Jeevan Mission (JJM) in several villages including the Patherki village
under Kasganj Block in Kasganj District of Uttar Pradesh and if so, the details thereof;
(b) whether it is true that work has been done in Patherki village under JJM but water supply
remains limited to only half the village and water has been supplied barely 1 to 10 times till
now and if so, the details thereof;
(c) whether any independent audit, technical inspection or feedback mechanism has been set
up by the Government to look into these complaints in the above context;
(d) if so, the details thereof along with the action taken/likely to be taken against the concerned
agencies, contractors or officials in such cases; and
(e) whether the Government proposes to introduce any special scheme in future to ensure
universal and effective water supply to entire village under JJM in nearby Lok Sabha
Constituencies and if so, the details thereof?

(a) Government of India is committed to make provision for safe & potable tap water
supply in adequate quantity, of prescribed quality and on a regular & long-term basis to all rural
households in the country including those in the Patherki village under Kasganj Block of
Kasganj District, Uttar Pradesh. Towards this end, the Government of India launched the Jal
Jeevan Mission (JJM), to be implemented in partnership with State/ UTs, in August 2019.
Drinking Water being a state subject, the responsibility of planning, approval, implementation,
operation, and maintenance of drinking water supply schemes, including those under JJM, lies
with State/UT Governments. The Government of India supports the states by providing
technical and financial assistance.
As reported by State of Uttar Pradesh, the revenue village Pathreki of Gram Panchayat Pathreki
and villages Muddpur and Trilokpur of Gram Panchayat Athaidiya have been included under
the ongoing drinking water scheme in Gram Panchayat Pathreki, Development Block Kasganj.
Under the Pathreki drinking water scheme, against the proposed 15.81 km pipeline, 12.42 km
has been laid & against the proposed 804 household tap connections, 347 household tap
Page 1 of 2connections have been completed. The construction works of the pump house, solar panels,
and boundary wall have been completed, and water supply is being provided through direct
pumping to the revenue villages Muddpur, Trilokpur, and Nagla Vaheta hamlet of village
Pathreki. Under the scheme, the staging work of the overhead tank with a capacity of 325
KL/12 meters is 65% completed, and the construction work of the vertical wall is in progress.
Under the Jal Jeevan Mission, construction work of 390 piped water supply schemes is in
progress in district Kasganj. To ensure the quality of construction works, a third-party
inspection agency, M/s R.V. Associates has been empanelled. The quality of materials used in
construction is tested in the manufacturing firm’s factory before supply through third-party
agencies nominated by the State Water and Sanitation Mission as per the QAP (Quality
Assurance Plan) approved by the Department. Even after supply, random sampling is
conducted at the worksite, and testing is done by NTH/CIPET/Shri Ram Institute for Industrial
Research, etc. Alongside this, the Third-Party Inspection (TPI) team operating in the district
also inspects the quality of materials and construction work.
(b) As reported by the state, water supply is not yet available in the Memdi and Marupur
hamlets of village Pathreki, as the construction work of the Mathura–Bareilly highway is in
progress through the Gram Panchayat Pathreki.
(c) and (d) As reported by the state, under JJM, complaints related to ongoing drinking water
schemes—received through the Chief Minister Helpline, IGRS (Integrated Grievance
Redressal System), Tehsil Diwas, the State Drinking Water and Sanitation Mission Helpline
No. 18001212164, the website jalsamadhan.in, feedback received from Gram Pradhans,
feedback received through phone calls, and through Hon’ble public representatives—are
promptly redressed by the Jal Nigam (Rural). In case of receiving unsatisfactory feedback
regarding grievance redressal, the complaint is re-investigated and quality disposal of the
complaint is ensured. Additionally, if the firm fails to address the complaints appropriately,
necessary action is taken against the firm. No complaints have been received under the Pathreki
Drinking Water Scheme.
(e) Hon'ble Finance Minister during her budget speech 2025-26 has announced extension of
Jal Jeevan Mission until 2028 with enhanced total outlay. Accordingly, a proposal for
continuation of Jal Jeevan Mission until 2028 with enhanced total outlay is under consideration
of the Government.
