Shri K E Prakash: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has reviewed the implementation of the Khelo India Scheme and other Centrally Sponsored Sports Schemes in Tamil Nadu during the last five months and, if so, the details of the projects approved, funds sanctioned/released and proposals received, including those relating to Erode district; (b) whether the Government has assessed the adequacy of sports infrastructure and grassroots sports promotion in rural and semi-urban areas of Tamil Nadu during the said period and, if so, the details thereof, along with the measures proposed to strengthen participation of youth therein; (c) whether any fresh proposals for sports infrastructure or youth sports promotion in Tamil Nadu, including Erode district, have been approved or are under consideration during the last five months and, if so, the details thereof; (d) whether the Government proposes to strengthen coordination with State Governemnt and local bodies for expending access to sports facilities and community sports programmes and if so, the details thereof; (e) the district-wise number of youth registered on the Mera Yuva Bharat (MY Bharat) platform and the number of youth from Tamil Nadu who have participated in MY Bharat programmes during the last five months; and (f) the steps taken by the Government to improve participation under the MY Bharat platform in Tamil Nadu. MANSUKH MANDAVIYA ] (a) to (d) ‘Sports’ being a State subject, the responsibility of development of sports, including development of sports infrastructure and assessment of the adequacy of sports infrastructure, grassroots sports promotion in rural and semi-urban areas, rests primarily with the respective State/Union Territory Governments. The Union Government only supplements their efforts by bridging critical gaps. No such assessment by the State Government on above is received in this Ministry. The Ministry of Youth Affairs and Sports implements the following schemes for development of sports in the country, including in the State of Tamil Nadu: i. Khelo India – National Programme for Development of Sports; ii. Assistance to National Sports Federations (NSFs); iii. Cash Incentives to Medal Winners in International Sports Events and their coaches; iv. National Sports Awards; v. Pension to Meritorious Sportspersons; vi. Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; vii. National Sports Development Fund; viii. Running Sports Training centres through Sports Authority of India (SAI); and ix. National Centre for Sports Science and Research (NCSSR). Details of the above schemes are available in the public domain on the websites of this Ministry and the Sports Authority of India. The Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance for development of sports infrastructure is provided are demand-driven schemes. The proposals received from the State/ Union Territory Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme and National Sports Development Funds (NSDF), across the Page 2 of 4country, including in State of Tamil Nadu, are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf-glance.html, respectively. The Ministry implements its schemes in close coordination with States/UTs to strengthen coordination with State Government and local bodies for expending access to sports facilities and community sports programmes. (e) The district-wise number of youth registered on the Mera Yuva Bharat (MY Bharat) platform from Tamil Nadu are at Annexure – I. Further, 1,86,246 youth from Tamil Nadu have participated in various programmes on MY Bharat portal during the last five months. (f) MY Bharat provides a digital platform that connects youth with a wide range of opportunities pan India, including the State of Tamil Nadu. These include volunteering opportunities, Experiential Learning Programmes (ELPs), quizzes and other youth-centric initiatives. Particularly for the State of Tamil Nadu, a total of 473 Volunteering Opportunities and 933 Experiential Learning Programmes (ELPs) along with other youth engagement activities, have been hosted on the MY Bharat platform in last five months.
