(a) the current status of implementation of the Mission for Integrated Development of
Horticulture (MIDH) in the country, State-wise particularly in Tamil Nadu;
(b) the details of financial assistance provided under the Mission for setting up post-
harvest management infrastructure such as cold storage & cold room facilities in Tamil
Nadu during the last five years;
(c) the number of beneficiaries who have availed assistance under the component,
including Tamil Nadu district-wise data and category of beneficiaries;
(d) whether the Government has identified any gaps in post-harvest infrastructure in
horticulture-rich districts of Tamil Nadu and the steps taken to address them;
(e) whether the Government has received proposals from the State Government of
Tamil Nadu for new cold chain or post-harvest projects under MIDH and the status of such
proposals; and
(f) the details of credit linkage and the role of banks in facilitating loans for such
infrastructure development in Tamil Nadu?

(a): Mission for Integrated Development of Horticulture (MIDH), a Centrally Sponsored
Scheme is being implemented from 2014-15 with the aim for holistic development of
horticulture in the country, covering fruits, vegetables, root and tuber crops, mushrooms,
spices, flowers, aromatic & medicinal plants, coconut, cashew, cocoa and bamboo. MIDH
scheme is being implemented in all the districts of Tamil Nadu.(b): During the last 5 years, financial assistance amounting to Rs. 224.51 crores has
been provided for setting up various post-harvest management infrastructures including
cold storage & cold room facilities in Tamil Nadu.
(c): District wise details of the number of beneficiaries who have availed assistance
under the post-harvest management component in Tamil Nadu is placed at annexure.
(d): As informed by the State Government, it has been identified that the storage &
processing infrastructures facilities are inadequate in Tamil Nadu resulting in huge post-
harvest losses and in order to minimize these losses, under MIDH scheme assistance is
provided for promotion of establishment of Post harvest management infrastructures such
as pack houses, low-cost onion storage structures, Minimal processing units, Cold storages
etc.
(e): MIDH scheme is being implemented through States wherein Annual Action Plans
(AAPs) are submitted by the States covering the details of the activities to be implemented.
The AAP for the current year i.e. 2025-26 for the State of Tamil Nadu has been approved
by the Ministry vide letter dated 04/04/2025.
(f): Under MIDH, for project-based activities like Pre-cooling unit, Integrated Pack
House, Cold storage unit etc. assistance is provided in the form of credit linked back ended
subsidy. Apart from this, under Agriculture Infrastructure Fund (AIF) scheme banks are also
providing 3 percent interest subvention for the loans obtained for the development of
infrastructures-based activities.Annexure
