Parliament Question: Implementation of Mission Vatsalya in Rajasthan

SHRI UMMEDA RAM BENIWAL: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the number of beneficiaries covered under Mission Vatsalya, since the inception of the Mission in Rajasthan including Barmer district; (b) the details of funds sanctioned, released/utilised under the said Mission in the State, including Barmer district, during the said period; (c) the details of Child Care Institutions, Specialised Adoption Agencies, Open Shelters and other child protection services supported thereunder in the State, including the said district; and (d) the details of the measures being taken by the Government for effective implementation of Mission Vatsalya in the State, particularly in said district? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (d): Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme namely ‘Mission Vatsalya’ in all States and Union Territories including the State of Rajasthan on predefined cost sharing basis between the Central and the State Governments to deliver various services for children in difficult circumstances. The scheme provides institutional care and non-institutional care. Child Care Institutions (CCIs) established under the Mission Vatsalya scheme provide, inter-alia, age-appropriate education, access to vocational training, recreation, health care, counselling etc. Under Non-Institutional Care Service, support is provided through Sponsorship, Foster Care, Adoption and After Care. The Ministry has launched the revamped Mission Vatsalya Portal which is an integrated Digital platform for all the stakeholders related to child protection services. Mission Vatsalya portal is a technologically upgraded secure portal which provides digital working platform for various stakeholders across different levels at State and district. The earlier Khoya-Paya portal, TrackChild services and CARINGS portal for adoption has been brought under this unified portal. The Mission Vatsalya scheme also provides for emergency outreach services (24x7x365) for children in difficult circumstances through Child Helpline (1098) which is integrated with Emergency Response Support System-112 (ERSS-112) Helpline of Ministry of Home Affairsand Women Helpline (181). Dedicated WCD-Control Room at State level for Child Helpline have been set up in all the 36 States and UTs. District-wise data is not maintained centrally.
