Parliament Question: Implementation of National Air Sports Policy

GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION LOK SABHA STARRED QUESTION NO. : 270 ( TO BE ANSWERED ON THE 6th August 2026 ) IMPLEMENTATION OF NATIONAL AIR SPORTS POLICY 270. SHRI RAJIV PRATAP RUDY Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether the Government has implemented the National Air Sports Policy (NASP) to establish a structured, safe and sustainable regulatory ecosystem for air sports in the country and if so, the details thereof; (b) whether the Government has designated the Aero Club of India as the nodal apex body and enabling authority under the NASP for registrations, if so, the details thereof and if not, the reasons therefor; (c) the total number of air sports operators registered, equipment airworthiness certificates issued and safety audits conducted in the country, State/UT-wise; (d) the structural details of the tier-based governance framework including the roles assigned to the apex governing body and the individual National Air Sports Associations; and (e) the steps taken to adopt international safety guidelines, promote domestic manufacturing of air sports equipment and integrate air sports with regional tourism networks? (a) to (e): The National Air Sport Guidelines (NASG, 2023) aims to promote safe, affordable and sustainable air sports in the country. These guidelines superseded the earlier National Air Sports Policy (NASP) 2022. The guidelines establishes a national framework for air sports through the Air Sports Federation of India (ASFI). NASG outlines the governance structure, safety, security, registration, flight permission along with provisions of penalty, suspension and cancellation for non-compliances in Air Sports activities. Given the evolving nature of air sports, the guidelines are dynamic and are reviewed from time to time. Directorate General of Civil Aviation (DGCA) oversees the safety requirements and licensing for DGCA-regulated categories such as gliders, micro-lights, light sports aircraft (LSA), gyroplanes, balloons, powered hang gliders, in accordance with the Aircraft Rules, 1937 and DGCA Civil Aviation Requirements issued thereunder. The list of operators operating Hot Air Balloons (HAB), Motor Gliders and Aircraft for skydiving is at Annexure I. DGCA has issued twelve (12) Special Certificates of Airworthiness (Special C of A)/Airworthiness Review Certificates (ARC) for aircraft engaged in Air Sports operations.
