GOVERNMENT OF INDIA MINISTRY OF AGRICULTURE AND FARMERS WELFARE DEPARTMENT OF AGRICULTURE AND FARMERS WELFARE RAJYA SABHA UNSTARRED QUESTION NO. 1619 TO BE ANSWERED ON 13/02/2026 IMPLEMENTATION OF NATIONAL BAMBOO MISSION IN KONKAN REGION 1619: SHRI DHAIRYASHIL MOHAN PATIL: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether any Annual Action Plan has been approved under the National Bamboo Mission (NBM) after 2020-21, if not the reasons therefor; (b) whether the implementation of bamboo fibre extraction and value-addition units in the Konkan districts of Maharashtra has been reviewed; (c) whether irregular bamboo harvesting has resulted in environmental damage and resource unsustainability; (d) whether bamboo-based Micro Small and Medium Enterprises (MSMEs) are being compelled to transport raw bamboo outside the region due to financial stress, limited employment and weak market access; and (e) the steps proposed by the Government for developing a Konkan-specific bamboo value chain ? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a): The restructured National Bamboo Mission has been launched during 2018-19 as a Centrally Sponsored Scheme in the States having socio-economic importance of bamboo, including the State of Maharashtra. The Department of Agriculture and Farmers Welfare have approved the Annual Action Plan of the Maharashtra State Bamboo Mission for the Financial Years after 2020-21. (b): National Bamboo Mission focuses on the development of complete value chain of bamboo sector to link growers, primary processors, artisans with industry starting from planting material, plantation, creation of facilities for collection, aggregation, processing, micro, small & medium enterprises, skill development and brand building initiative. The Maharashtra State Bamboo Mission is encouraging entrepreneurs to establish bamboo-based value addition units by availing benefits under the scheme. The Maharashtra State Bamboo Mission has not received any project proposal for the establishment of bamboo fibre extraction units. (c) & (d): As informed by the Maharashtra State Bamboo Mission, no such instances have been noticed. (e): Bamboo-based activities in the Konkan region are being supported under the overall framework of the National Bamboo Mission and the state-supported scheme Atal Bamboo Samruddhi Yojana. The Maharashtra State Bamboo Mission is encouraging farmers and MSMEs in the region to increase the area under bamboo plantation and to establish bamboo- based projects by availing benefits under these schemes. 1,885 farmers have been supported under these schemes in the Konkan region, and an area of 2,312.92 ha has been covered under bamboo plantation. *****
