GOVERNMENT OF INDIA MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING DEPARTMENT OF ANIMAL HUSBANDRY AND DAIRYING LOK SABHA UNSTARRED QUESTION NO. 2654 ANSWERED ON 4TH AUGUST, 2026 IMPLEMENTATION OF NLM-EDP 2654. SHRI MOHMAD HANEEFA: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) whether any projects have been sanctioned under the National Livestock Mission –Entrepreneurship Development Programme (NLM-EDP) in the Union Territory of Ladakh since the launch of the scheme; (b) the number of applications received from Ladakh, the number approved, rejected and pending, along with the amount of subsidy sought and sanctioned, year-wise; (c) the reasons for the poor implementation of the scheme in Ladakh despite a large section of the population depending on livestock and allied activities for their livelihood, and whether the Government has conducted any assessment or enquiry to identify the factors responsible for the low uptake of the scheme in the UT; and (d) whether the Government has any proposals to take any special measures to improve implementation of the scheme and promote poultry-based entrepreneurship and employment generation in Ladakh and if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) and (b) A total of ten projects has been received in the National Livestock Mission – Entrepreneurship Development (NLM-EDP) Portal with a proposed subsidy of ₹1.30 crore for the Union Territory (UT) of Ladakh. None of the above projects have been recommended by the Union Territory Level Executive Committee. The approval of this committee is mandatory for consideration of these projects by the Project Approval Committee, Department of Animal Husbandry and Dairying (DAHD), Government of India. Hence, no project was approved by the DAHD, Government of India. (c) and (d) The National Livestock Mission (NLM) is a credit-linked demand driven scheme. The Department of Animal Husbandry and Dairying continuously interact with the Government officials and bankers to create awareness among the entrepreneurs and farmers. The DAHD has requested the UT Administration to conduct awareness campaigns and provide necessary handholding support to promote livestock-based entrepreneurship, including poultry activities, under this scheme. Further, the implementation of the scheme is regularly monitored through Regional Review Meetings, Project Approval Committee (PAC) meetings, review meetings with State Nodal Officers and the Central Level Bankers Committee (CLBC) meeting to ensure effective coordination with lending institutions. ****
