be pleased to state:
(a) whether the Government has reviewed the implementation of PM-AASHA across the country to ensure that farmers receive the benefit of Minimum Support Price (MSP) for eligible crops;
(b) the details of crops covered, farmers benefited, procurement made and Central assistance provided under the scheme during the last three years, including Ballari Parliamentary Constituency in Karnataka;
(c) whether the Government has received representations regarding low awareness, limited procurement facilities and difficulties faced by farmers in availing the benefits of the Scheme; and
(d) whether the Government proposes to expand procurement, strengthen awareness, improve implementation and extend the benefits to more farmers, including those in Ballari and if so, the details thereof? (a): The implementation of the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM- AASHA) is regularly monitored at the National, State and District level. In addition a third- party evaluation of the Price Support Scheme (PSS) was conducted in 2024 by the National Council of Applied Economic Research (NCAER) as part of study commissioned by the Development Monitoring and Evaluation Office (DMEO), NITI Aayog. Similarly in 2025-26, the Price Deficit Payment Scheme (PDPS) and Market Intervention Scheme (MIS) were evaluated by the DMEO, NITI Aayog. The evaluation study of PSS observed that procurement at MSP under the Scheme provides remunerative prices to farmers during periods of low market prices, helps protect them from distress sales and is positively associated with farm income, production and productivity. The evaluation of PDPS assessed that the Scheme effectively stabilises prices, enhances farmers' incomes and confidence and is a credible and scalable price support mechanism for oilseed crops. The evaluation of MIS affirms that the Scheme is delivering on its core intent of protecting farmers from distress sales and stabilising incomes in volatile, perishable value chain-most clearly through post-harvest loss reduction, stronger bargaining power and recovery of cost of cultivation.(b): The details of crops covered, farmers benefited and procurement made including MSP value of the quantity procured under the scheme during the last three years in Karnataka, including Ballari Parliamentary Constituency is at Annexure.
(c) & (d): To make MSP procurement more effective, transparent and farmer-friendly, the State Governments, in coordination with the Central Nodal Agencies (CNAs), have taken several measures across country including Ballari District in Karnataka. Adequate procurement centres are opened by the State Governments in consultation with the CNAs to facilitate farmers in selling their produce at MSP. Wide publicity is undertaken through print, electronic and social media, newspaper advertisements in local languages, farmers' meetings, camps/Chaupals and other outreach activities regarding procurement schedules, locations of procurement centres and Fair Average Quality (FAQ) parameters to enhance farmers' awareness and participation.The procurement process has been digitized through dedicated portals such as e-Samridhi and eSamyukti, covering farmer registration, procurement operations, quality assessment and Direct Benefit Transfer (DBT) of MSP payments. Further the State Governments, in consultation with the CNAs, make necessary arrangements for procurement operations, including storage facilities, gunny bags, transportation, weighing equipment and quality testing infrastructure. The procurement period is generally up to 90 days and may be extended by a further 30 days on the request of the concerned State Government, wherever required. To further expand procurement outreach, Primary Agricultural Credit Societies (PACS), Farmer Producer Organizations
(FPOs), Farmer Producer Companies (FPCs) and cooperative societies have been associated with procurement operations.
