IMPLEMENTATION OF PM-RKVY IN ANDHRA PRADESH

Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान

(a) whether the Government has conducted any study/survey regarding implementation
of Prime Minister-Rashtriya Krishi Vikas Yojana (PM-RKVY) across India, especially in
Andhra Pradesh;
(b) if so, the details regarding the status of implementation of its components pertaining
to agricultural mechanisation, agri-based entrepreneurship and rain-fed areas development
across Andhra Pradesh, district-wise and in Prakasam District;
(c) the details regarding the total number of beneficiaries (male, female and others) of
PM-RKVY over the last five years, year-wise, component-wise, district-wise across Andhra
Pradesh and in Prakasam District; and
(d) Whether the Government has undertaken any steps to raise awareness regarding
the benefits of PM RKVY amongst farmers, especially the new/upgraded components, if so
details thereof and if not, the reasons therefor?

(a) & (b): Evaluation study of all Centrally Sponsored Schemes, including Pradhan
Mantri- Rashtriya Krishi Vikas Yojana (PM-RKVY) was conducted by Development
Monitoring and Evaluation Office (DMEO), Niti Aayog. The Study covered 14 States across
diverse agro climatic regions and the study was not district specific.
For agricultural mechanization, the study mentioned that mechanization support
through Customs Hiring Centres (CHCs) and machinery provisioning has shown alignment
with smallholder needs, but not as standalone interventions. In regions where
mechanization was integrated with input distribution and demonstration based activities,
uptake and service utilization improved significantly. Further, it broadly recommended
combining Custom Hiring Centres, seed delivery and farmer trainings, use of CHCs as
integrated hubs and institutionalization of local technical facilitation teams to manage CHCs,
monitor usage and ensure cross component coverage. With regard to Agri-entrepreneurship
and Innovation, the study mentioned rationalizing it into value chain incubator platforms
integrating agri processing, youth skilling, FPO support and innovating labs;, developingphased enterprise support frameworks that include infrastructure, branding, certification and
market on-boarding; and suggested facilitating convergence with financial institutions and
start up missions to ensure working capital access, book keeping support and mentorship.
Apart from this, the study also recommended livestock development under integrated
framing systems, bundling it with extension and backyard framing interventions.
(c): The data regarding beneficiaries are maintained by the respective State
implementing agencies. The State Government of Andhra Pradesh has informed the total
number of beneficiaries under PM-RKVY over the last five years, component-wise,
throughout the State and in Prakasam district, as follows:

(d): Yes. The Government of India continuously takes steps to create awareness
regarding agricultural schemes, including PM-RKVY. These include, dissemination of
guidelines through the Ministry‘s website to ensure transparency and accessibility for
stakeholders. Extension services are also implemented through Krishi Vigyan Kendras
(KVKs), State Agriculture Departments, and field-level extension workers, who educate
farmers on various components and farmer specific interventions.
The State Government of Andhra Pradesh has reported the following Scheme-wise
steps taken to raise awareness regarding the benefits of PM-RKVY amongst farmers:
i) Sub Mission on Agriculture Mechanization: Extension activities like Polam
Pilusthondi program to reach out the farmers for creating awareness on all the
Centrally Sponsored Schemes, especially SMAM.
ii) Soil Health & Fertility: Soil samples are collected through the SHC mobile
application and Soil Health Cards with crop wise fertilizer recommendations are
generated in this portal. Awareness on soil health and interpretation of SHC
results is taken up by ATMA/DRC staff, KVK Scientists and Agriculture extension
staff.
iii) Statewide "Khet Bachao Abhiyan" campaigns were organised from 1st June to
30th June, 2026 to create awareness among the farmers about the balanced use
of fertilisers and other agricultural inputs based on soil testing, to promote natural
farming, to practice crop rotation, etc.iv) Rainfed Area Development: Capacity-building training programmes on
Integrated Farming System (IFS) activities are organized for the beneficiaries to
facilitate effective implementation and adoption of the interventions.
v) Per Drop More Crop (PDMC): Training programmes and campaigns for the
farmers, officers and field functionaries are conducted at regular intervals in the
farmers’ fields with the support of micro irrigation companies to create awareness
on micro irrigation and maintenance under PDMC (Per Drop More Crop), apart
from workshops conducted at district level and state level on automation in micro
irrigation.
vi) Agroforestry; State Government has done publicity regarding availability of forest
species saplings (plant material) through Forest Department.
