SHRI B Y RAGHAVENDRA: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)the salient features of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) and the progress made in its implementation since its launch; (b)the details of the establishments registered and first-time employees enrolled under the said Scheme in the country, State/UT-wise and district-wise in Karnataka; (c)the total financial assistance sanctioned and disbursed to eligible first-time employees and establishments in the country, State/UT- wise especially Shivamogga district in Karnataka; (d)the number of establishments and beneficiaries covered in the manufacturing sector along with the facilitation and awareness measures undertaken through the Employees' Provident Fund Organisation (EPFO) to encourage sustained additional employment; and (e)the steps taken by the Government to promote formalisation of employment and improve employability and the measures proposed to accelerate registration and coverage under the Scheme, particularly in Tier-2 and Tier-3 cities? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (e): The Union Cabinet, on 1 July 2025, approved the Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY), to promote employment generation, enhance employability, and strengthen social security across all sectors including MSMEs and rural enterprises, with a particular focus on the manufacturing sector. Contd..2/-:: 2 :: The scheme aims to incentivise creation of more than 3.5 Crore jobs all across the country, over a period of 2 years including the state of Karnataka. The scheme comprises of two parts i.e. Part A and Part B and focuses on providing support to both employees and employers by way of incentives. The scheme provides for incentives for 1.92 crore eligible First time employees under Part A. Incentive for creation of approximately 2.59 crore additional jobs to employers is provided for under Part B of the scheme. The Employees’ Provident Fund Organisation (EPFO) is the implementing agency for the scheme. The state-wise details of the registrations and incentive disbursed since the start of implementation till June, 2026 under the scheme in the country including the state of Karnataka, are provided at Annexure-I. The district-wise details of the incentive disbursement under Part A and Part B of the scheme, since the start of implementation till June, 2026, for the State of Karnataka, are provided at Annexure-II. The scheme and its provisions have been widely disseminated through extensive outreach efforts across the country. EPFO has undertaken awareness and stakeholder outreach programmes, including monthly Nidhi Aapke Nikat (NAN) programmes, SMS/email and digital communication campaigns etc. to facilitate timely registration and seamless transfer of benefits. A dedicated portal (pmvbry.epfindia.gov.in) has been developed to facilitate all scheme-related processes and for real-time monitoring.
