Parliament Question: Implementation of PMGSY in Tamil Nadu

Shri Malaiyarasan D: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the total number of rural roads constructed and upgraded under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Tamil Nadu during the last three years, including the number of villages connected to all-weather roads; (b) the funds allocated and utilized for the implementation of PMGSY during the last three years in Tamil Nadu, including the status of ongoing projects; (c) whether the Government has introduced any innovations or new technologies in road construction under the Pradhan Mantri Gram Sadak Yojana (PMGSY) to ensure better durability, cost- effectiveness and environmental sustainability, if so, the details thereof; (d) the steps taken to improve maintenance of roads constructed under PMGSY to ensure long-term usability and prevent road deterioration in rural areas; and (e) whether the Government is considering any expansion or reform to the PMGSY, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The unit of connectivity under the Pradhan Mantri Gram Sadak Yojana (PMGSY) is a habitation rather than a revenue village. Accordingly, data regarding village-wise connectivity is not maintained under the scheme. As on 19.03.2026, all-weather road connectivity under PMGSY-I has been sanctioned for a total of 1,985 habitations in the state of Tamil Nadu. Out of these, all 1,985 habitations (100%) have been successfully connected. Since full connectivity has already been achieved, no additional habitations have been connected during the last three years in Tamil Nadu. Page 1 of 3During the last three years and current year, a total of 1167 roads of 4717 km road length & 64 Long Span Bridges (LSBs) have been completed in the State of Tamil Nadu under PMGSY. (b): The funds allocated and utilized for the implementation of PMGSY during the last three years and current year in Tamil Nadu are as below:- (Rs. in Crore) 2022-23 2023-24 2024-25 2025-06 Total Central share 613.70 411.36 638.66 499.78 2163.50 release/allocation Utilized/Expenditure* 532.36 777.78 741.43 1,417.26 3,468.83 * including state share also (c): Under PMGSY, in order to promote cost-effectiveness and new construction technologies in the construction of rural roads, including new materials/waste materials/ locally available materials, Ministry of Rural Development (MoRD)/National Rural Infrastructure Development Agency (NRIDA) had issued ‘Guidelines on Technology Initiatives', in May 2013. In order to promote innovations/latest technologies on large scale for wider adoption of new/ green technology in rural roads in a much systematic manner, MoRD/ NRIDA has revised the above guidelines and brought “Vision Document on New Technology Initiatives & Guidelines-2022. Under PMGSY, around 1,76,327 km of roads works has been sanctioned using new/green technology out of which 1,32,914 km has been completed till date. (d): Under PMGSY, maintenance of rural roads is the responsibility of the State/UT. The Ministry had issued guidelines for maintenance of roads constructed under the programme. Under PMGSY, roads are covered under a 5-year maintenance contract to be entered into along with a construction contract with the same contractor as per the Standard Bidding Document (SBD). Since the design life of PMGSY roads is ten years, the States have to undertake further five years of maintenance. A MoU has been signed with States/UTs to emphasize on maintenance of roads constructed under PMGSY. The Ministry has also implemented e-MARG i.e. software module for maintenance payments to the contractor during the defect liability period. The post five-year construction module of eMARG incorporates initial rehabilitation, renewal, pre-renewal routine maintenance, post- renewal maintenance and emergency repair works, as required. Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate Page 2 of 3maintenance account. On expiry of this 5 year post construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5 year maintenance including renewal as per cycle, from time to time. (e): Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV) has been launched in 2024 for construction of 62,500 km of all-weather roads (single lane) to provide connectivity to about 25,000 unconnected rural habitations of population size 500+ in plains, 250+ in North East & Hill States/UTs, special category areas (Tribal Schedule V, Aspirational Districts/ Blocks, Desert areas) and 100+ in Left Wing Extremism (LWE) affected districts, as per Census 2011. All States/UTs have conducted a fresh survey to identify eligible habitations through the Gram Sadak Survey app under PMGSY-IV, which is specifically designed for transparency and accuracy. The Ministry has started sanctioning projects under PMSY-IV and is closely working with States/UTs for the timely sanctioning of targeted road projects under PMGSY-IV. As on date, the habitation coverage, number of roads/LSBs and length sanctioned under PMGSY-IV is given below.
