IMPLEMENTATION OF PMGSY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of the implementation of Phase-IV of the Pradhan
Mantri Gram SadakYojana (PMGSY) in respect of the
DhartiAabaJanjatiya Gram UtkarshAbhiyan (DA-JGUA) and the
Pradhan MantriAnusuchitJaatiAbhyudayYojana (PM-AJAY);
(b) the steps taken, habitations identified and roads sanctioned
for the benefit of Scheduled Castes (SCs) and Scheduled Tribes
(STs) along with the number of habitations covered, road
length approved, works completed in the State of Uttar
Pradesh, district-wise; and
(c) whether the Government intends to introduce further phases
under PMGSY, if so, the details thereof?

(a) to (c): A new vertical under the Pradhan Mantri Gram
SadakYojana called PMGSY-IV was launched in September 2024 to
provide all-weather connectivity to unconnected habitations based
on Census 2011. This phase covers habitations with a population of
500 or more in plain areas, 250 or more in North-Eastern and Hill
States, Special Category areas including Tribal Schedule-V,
Aspirational Districts or Blocks, and Desert Areas, and 100 or more
in districts affected by Left Wing Extremism. The implementation
period for this scheme extends from the Financial Year 2024-25 to
2028-29.
The Ministry of Rural Development has integrated the road
connectivity components of the DhartiAabaJanjatiya Gram
UtkarshAbhiyan (DA-JGUA) and the Pradhan
MantriAnusuchitJaatiAbhyudayYojana (PM-AJAY) through

to all States and Union Territories. Under this model, priority is
given to unconnected habitations identified under DA-JGUA that
have a population of 500 or more with at least 50% Scheduled Tribe
population, or those in Aspirational Districts with a population of
250 or more including at least 50 Scheduled Tribe members.
Similarly, under PM-AJAY, priority is extended to unconnected
habitations with a population of 500 or more and at least 40%
Scheduled Caste population as per Census 2011.
Regarding the State of Uttar Pradesh, the survey work to
identify eligible habitations has been completed. The State has
reported the identification of 70 unconnected habitations under the
DA-JGUA parameters and 165 unconnected habitations under the
PM-AJAY parameters. However, the State is currently in the process
of preparing the Detailed Project Reports (DPRs) for these identified
habitations. Consequently, the specific details regarding road length
approved and works completed will be determined once these DPRs
are submitted by the State and formally sanctioned. There is a well
settled mechanism for sanction of the roads under PMGSY. It is
appraised at the level of Pre Empowered Committee (Pre EC) and
then at the level of the Empowered Committee (EC). Subsequently,
the State submits the compliance report to the observations raised
during the meetings. If the proposal meets all the parameters of the
programme guidelines, then clearance is issued after getting the
necessary approvals.
Presently, the focus is on execution of existing verticals of
PMGSY and no proposal for the launch of a new vertical under
PMGSY is under consideration.
