GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES RAJYA SABHA UNSTARRED QUESTION NO. 3904 ANSWERED ON 27TH MARCH, 2026 IMPLEMENTATION OF PMKSY AND PMFME SCHEME IN PUNJAB 3904. DR. VIKRAMJIT SINGH SAHNEY: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the number of projects sanctioned and operational under Pradhan Mantri Kisan Sampada Yojana (PMKSY) and the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme across the country and district wise for Punjab; (b) total financial assistance provided under these schemes during the last three years; (c) number of micro food processing units, Self-Help Groups (SHGs) and entrepreneurs supported under PMFME in Punjab; (d) whether districts in Punjab have been identified under the One District One Product (ODOP) initiative and the details thereof; and (e) steps taken by Government to strengthen food processing infrastructure and promote value addition and exports of agricultural produce from Punjab? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a): Ministry of Food Processing Industries (MoFPI) has sanctioned 1607 projects, out of which 1196 projects are operational under various component schemes of Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) across the country, till 31.12.2025. Under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, loans for 1,72,707 micro food processing enterprises have been sanctioned, out of which 1,40,462 loans have been disbursed across the country, till 31.12.2025. The district-wise number of approved food processing projects under PMKSY & PMFME in the state of Punjab are at Annexure-I. (b): Year-wise total allocation & funds utilized under PMKSY & PMFME from 2022-23 to 2024-25 are at Annexure-II. (c): As on 31.12.2025, a total of 3108 micro food processing enterprises and 1404 Self-Help Groups (SHGs) have been supported under PMFME in the state of Punjab. (d): One District One product (ODOP) have been approved for 23 districts of Punjab. The details are at Annexure-III. (e): In order to promote and facilitate overall development of the food processing sector, MoFPI has been incentivizing setting up of such industries through its two Central Sector Scheme viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production LinkedIncentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme. These schemes are not region or state specific but demand driven and are implemented across the country including Punjab. Schemes implemented by MoFPI aim towards creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet which includes storage, transportation, value addition etc., thereby enhancing productivity, reducing wastage of agricultural produce, reduction in post-harvest losses, enhancing productivity, increasing the processing level and enhancing the export of the processed foods. Agricultural & Processed Food Products Export Development Authority (APEDA) under Central Sector Scheme (CSS) provides financial assistance to facilitate the export of agri/horticulture processed food products to exporters on PAN India basis. Financial assistance is provided under Agriculture and Processed Foods Export Promotion Scheme of APEDA for the 15th Finance Commission Cycle (2021-22 to 2025-26) in three broad areas, namely Development of export infrastructure, Quality Development and Market Development. For the export facilitation of APEDA-scheduled products including processed horticulture products in international markets, APEDA organizes participation in international trade fairs and Buyer–Seller Meets (BSMs), enabling Indian exporters to showcase their products to overseas buyers and explore new business opportunities. In addition, APEDA conducts Reverse Buyer–Seller Meets (RBSMs) in India by inviting prominent importers from various countries.
