IMPLEMENTATION OF PMKSY IN UTTAR PRADESH

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the implementation of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in Uttar
Pradesh including Baghpat district along with the total area covered under irrigation since its inception;
(b) the details of funds allocated and utilized under PMKSY in Uttar Pradesh during the last five years
and the current year along with the number of farmers benefited under PMKSY, yearwise;
(c) the steps taken to improve water use efficiency and promote sustainable irrigation practices among
farmers under PMKSY; and
(d) whether the Government has made any assessment of the impact of PMKSY on agricultural
productivity and farmers' income and if so, the details thereof?

(a) & (b) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) was launched during the year 2015-16, with
the aim to enhance physical access of water on farm and expand cultivable area under assured irrigation,
improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.
Accelerated Irrigation Benefits Programme (AIBP) and Har Khet Ko Pani (HKKP) are two major
components of PMKSY being implemented by Ministry of Jal Shakti.
Four (04) major irrigation projects of Uttar Pradesh namely Saryu Nahar Pariyojna, Arjun Sahayak
Project, Madhya Ganga Canal Project Phase-II and Bansagar Canal Project have been included under
AIBP component of PMKSY with pari-passu command area development in Saryu Nahar Pariyojna and
Arjun Sahayak Project under Command Area Development and Water Management (CAD&WM) sub-
componentof PMKSY-HKKP. Irrigation potential of 768.63 thousand hectare has been created and
command area of 7.32 thousand hectare area has been developed under these projects during 2016-25.
Target beneficiary from these projects has been assessed as 43.22 lakh. However, these projects do not
benefit Baghpat district of Uttar Pradesh.
Per Drop More Crop (PDMC) scheme, being implemented by Department of Agriculture and
Farmer’s Welfare, was implemented under the umbrella of PMKSY till March’2022 and now being
1implemented under Pradhan Mantri-Rashtriya Krishi Vikash Yojna (PM-RKVY). Micro irrigation has
been developed in 556.79 thousand hectare area of Uttar Pradesh since 2015-16, out of which 6067
hectare area falls in Baghpat district. Number of farmers benefitted under PDMC in Uttar Pradesh is
3.97 lakh.
Year-wise details of central assistance provided to Uttar Pradesh under these schemes in last five
years are as follows.

(c) & (d) Under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), modernisation of irrigation
systems, underground pipelines, micro-irrigation (drip and sprinkler systems), adoption of precision
irrigation technologiesare being promoted to improve irrigation efficiency.Farmers are also encouraged
to adopt crop diversification, water-saving agronomic practices, and participatory irrigation management
through Water User Associations.
In addition, a pilot scheme viz. Modernisation of Command Area Development and Water
Management (MCAD) has been launched with aim to modernize irrigation water supply network with
robust backend infrastructure for micro-irrigation by farmers from established source to the Farm gate
with underground pressurized piped irrigation. This will increase water use efficiency and agriculture
productivity.
29.23 lakh hectare additional irrigation potential has been created under PMKSY-AIBP during
2016-25. This has enhanced reach of water to farm. Coupled with command area development in 22.21
lakh hectare and micro-irrigation development under PDMC in the tune of 11 million hectare during this
period, agricultural productivity has increased.
