GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UN-STARRED QUESTION No. 925 TO BE ANSWERED ON 24.07.2026 Implementation of PMMV Yojana 925 Dr. Rani Srikumar: Shri C N Annadurai: Shri Selvam G: Will the Minister of Women and Child Development be pleased to state: a. the number of beneficiaries covered under the Pradhan Mantri Matru Vandana Yojana (PMMVY) in Tamil Nadu during the last three years, district-wise; b. the details of the funds allocated, released/utilised under PMMVY in the said State during the said period; c. the number of women who received maternity benefits for the first child and those who received 6,000 for the second child where the second child is a girl in the said State; d. whether the Government has undertaken any awareness/outreach programmes to improve enrolment and ensure timely Direct Benefit Transfer to eligible beneficiaries in the said State; and e. the details of the steps taken to address delays, if any, in disbursement of benefits under the said scheme in the said State? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (e) The district-wise number of beneficiaries paid maternity benefits under Pradhan Mantri Matru Vandana Yojana (PMMVY) in the State of Tamil Nadu from 01.04.2023 till 31.12.2025 is placed at Annexure. The district-wise payment data from 01.01.2026 onwards is not available with the Ministry due to ongoing process at State level in implementation of APIs related to PMMVY onboarding on SNA-SPARSH system.The details of the funds released and utilized under PMMVY in the State of Tamil Nadu during last three years are as under: Financial Year Funds released (₹ in Funds utilized (₹ in crore) crore) 2023-24 NIL* 63.29 2024-25 95.62 66.93 2025-26 109.58 97.76 2026-27 (till 20.07.2026) 31.09 31.09 *Funds not released to State during FY 2023-24 due to availability of adequate funds in SNA account. From 01.04.2023 till 20.07.2026, an estimated number of 8.40 lakh women have received maternity benefits for the first child and second girl child in the state of Tamil Nadu. Due to ongoing process at States and UTs level in implementation of APIs related to PMMVY onboarding on SNA-SPARSH system, the beneficiary payment data is only an estimate based on data from PFMS portal. Additionally, 8.39 lakh women who were enrolled in the old system (PMMVY-CAS) before 31.03.2023, were also paid using the new system (PMMVYSoftMIS) after 31.03.2023. The Ministry of Women & Child Development conducts various awareness programs including those on Maternity Benefits through SANKALP-Hub for Empowerment of Women (HEW) scheme for all States and UTs. It includes various Information, Education and Communication (IEC) and Behavior Change Communication (BCC) activities such as Prabhat Pheri, Nukkad Natak, Newspaper Advertisements, Airing Radio Jingles, Selfie Campaign, Door to Door Campaign, Community Programmes which are conducted at field functionary levels. Further, the Ministry also runs special campaign for registration of eligible beneficiaries in all the States and UTs under PMMVY on a periodic basis. In recent times, the Government of India has undertaken various steps to improve enrolment and ensure timely Direct Benefit Transfer to eligible beneficiaries and to address delays in disbursement of benefits under PMMVY. Some of these are as under:i. New portal for PMMVY, which is completely paperless was launched in March 2023. As per earlier Guideline, physical forms were required to be filled and uploaded in the earlier PMMVY-CAS portal for onward process. In new system, physical application forms have been eliminated and complete online solution has been given. ii. Payments are through Adhaar Bridge Payment System [ABPS] as PMMVY portal is enabled for Aadhar-based biometric verification (by means of facial recognition) to confirm identity details of the applicants. iii. All the mandatory provisions like Aadhaar verification, DBT enablement of bank account etc. are checked at the time of registration for faster processing. iv. Search and Track Status for all enrolled beneficiaries to check the approval and payment status of their applications. v. Grievance Lodging and status module for all citizens to lodge any PMMVY related grievance. The Module directly sends the grievance to the implementing authorities thus saving time and leads to swifter resolution. vi. PMMVY toll-free and multi lingual (17 – languages) helpline (1515) is available for PMMVY related enquiries and grievances. For transparency purposes, the Applicants/ beneficiaries receive SMS in one of the 12 major languages at different stages such as registration of application, rejection of registration, payment etc. vii. PMMVY Portal is LGD compliant till AWC level. LGD Seeding is introduced up to State/District/Block/ Village/GP/Ward level. viii. Open API allows the freedom to share data with other Central and State Ministry/Department. ix. MIS Data can be generated at State/ District/ Block/ Village/ Ward/ Project/ Sector/ Anganwadi level for detailed monitoring/ analysis. x. PMMVY will be used by Anganwadi/ ASHA workers for data centric operations and viewing reports. xi.
