Shri G Lakshminarayana: Will the Minister of EDUCATION be pleased to state: (a) the number of students who have availed education loans and interest subvention benefits under the Pradhan Mantri Vidyalaxmi Scheme across the States since its inception, year-wise and State/UT-wise, along with district-wise, category-wise and gender-wise details for the State of Andhra Pradesh including Anantapur; (b) the details of funds sanctioned, released and utilised under the scheme during the current and the last financial years, year-wise and State-wise, along with district-wise details for Andhra Pradesh including Anantapur; (c) whether the Government maintains a centralised record of education loans of Public Sector Banks classified as NPAs during the last five years and if so, the details thereof, State-wise and year-wise; (d) the number of grievances filed, resolved and pending on Vidyalaxmi portal, State-wise including the State of Andhra Pradesh, along with reasons for pendency; and (e) whether banks are meeting prescribed processing timelines on the Vidyalaxmi portal, if not, corrective steps taken in this regard? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (e): Education is in the concurrent list and both the central government and State Governments work together for its improvement. The Government of India has launched the PM-Vidyalaxmi, a new central sector scheme in, November 2024. The main objective of the scheme is to ensure that no student is denied the opportunity to pursue higher education due to financial constraints. Under the scheme, collateral-free and guarantor-free education loan is provided to all the students who get merit-based admission in top Quality Higher Education Institutions (QHEIs) and who desire to avail the education loan and there is no upper limit for this. Further, for students with annual family income up to ₹ 8 lakh, the scheme provides 3% interest subvention on loans up to ₹ 10 lakhs. Up to one lakh fresh students not getting any other scholarship or interest subvention on education loan will get this interest subvention. An outlay of Rs. 3,600 Crore has been made from 2024-25 to 2030- 31, for providing 3% interest subvention benefit for up to 7 lakh fresh studentsduring this period. A dedicated online platform, the PM Vidyalaxmi portal https://pmvidyalaxmi.co.in has been developed on which students can apply for the education loan as well as interest subvention, through a simplified application process to be used by all banks. This portal has started operating from 25th February 2025. State-wise information since the launch of portal on 25th February, 2025, along with district-wise, category- wise and gender-wise details for the State of Andhra Pradesh related to the number of students who have availed education loans, education loan amount sanctioned and disbursed under the PM Vidyalaxmi Scheme is available as Annexure-I at https://www.education.gov.in/en/parl_ques. Bank-wise and year-wise information related to education loans of Public Sector Banks classified as NPAs during the last five years received from Reserve Bank of India through Department from Financial Services (DFS) is available as Annexure-II at https://www.education.gov.in/en/parl_ques. State-wise information related to number of grievances filed, resolved and pending on PM Vidyalaxmi portal, including the State of Andhra Pradesh is available as Annexure-III at https://www.education.gov.in/en/parl_ques . The Department of Higher Education (DHE) had asked the Indian Banks’ Association (IBA) to ensure and instruct banks to dispose grievances received on the PM Vidyalaxmi Portal within 10 days. The DHE and the Department of Financial Services (DFS) monitor the progress of education loan submission, processing and disbursement on a regular basis together with the Indian Banks Association (IBA) and banks. Further, the DHE in coordination with DFS conduct meetings with QHEIs, banks and IBA for smooth implementation of the scheme on a regular interval.
