Shri Balya Mama Suresh Gopinath Mhatre: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has evaluated the implementation of the Samagra Shiksha Abhiyan (SSA) to address the shortage of teachers and lack of infrastructure in Maharashtra, especially in rural and tribal areas; (b) if so, the district-wise details thereof; (c) the details of specific steps taken by the Government to align this scheme with the objectives of the National Education Policy (NEP), 2020 in Maharashtra; (d) whether any additional funds have been allocated to improve the basic infrastructure of schools in these areas for the year 2025-26; and (e) if so, the district-wise details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (e): The Department of School and Literacy has launched an integrated Centrally Sponsored Scheme for School Education – Samagra Shiksha with effect from 2018-19. The scheme addresses the entire gamut of School Education from pre-primary to class XIIth including empowerment of teachers.The Scheme has been aligned with the recommendations of the National Education Policy (NEP) 2020 and the interventions under the Scheme has been designed to meet the objectives of NEP, 2020. Under centrally sponsored scheme of Samagra Shiksha, support is provided for strengthening existing government schools and improving infrastructure. This includes construction of additional classrooms, toilets (for boys, girls, and CWSN), provision of drinking water, electricity, boundary walls, libraries, ICT facilities, and digital classrooms. Infrastructure needs are identified annually using data from the Unified District Information System for Education (UDISE) and the proposals submitted by States/UTs. These are reflected in the Annual Work Plan and Budget (AWP&B), which is then reviewed and approved by the Project Approval Board (PAB), considering financial norms, past progress, and resource availability.Education is in the Concurrent List of the Constitution and the recruitment, service conditions and rational deployment of teachers come under the purview of respective State Government and UT Administration. Teacher recruitment is an on- going process due to retirements, resignations, and the need to accommodate growing student numbers or new schools. It is the responsibility of each State/UT to conduct a comprehensive, technology-driven planning and forecasting exercise for timely recruitment. The Central Government supports the States and UTs in maintaining the Pupil- Teacher Ratio (PTR) through the Samagra Shiksha scheme by providing financial assistance. This is done in accordance with the norms of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, as amended. The Department of School Education and Literacy, from time to time, through review meetings and advisories, requests the State Governments and UT administrations to fill up teacher vacancies and infrastructure gaps. Further, under Samagra Shiksha, PAB gives intervention-wise approvals based on the proposal submitted by the respective State/UT. In the financial year 2025-26, the State of Maharashtra has been approved a total fund of ₹2673.98 crore out of which an amount of Rs 878.79 crore has been approved under the non-recurring head which includes support to basic infrastructure of schools, DIETs for Excellence and hostels in tribal areas under PMJANMAN, DAJGUA. *****
