Implementation of Samagra Shiksha Abhiyan in Bihar
2664. Shri Janardan Singh Sigriwal:
Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has released any funds to the State of Bihar under the
Samagra Shiksha Abhiyan during the last three years and the current year;
(b) if so, the details thereof indicating the amount of funds allocated, released and
utilised by the State, year-wise;
(c) whether any components of Samagra Shiksha Abhiyan in Bihar, including school
infrastructure, teacher recruitment/training, digital education and student support
schemes, have witnessed delays or shortfalls in its implementation;
(d) if so, the details thereof, along with the reasons for such delays or shortfalls and
the number of districts affected in the State; and
(e) whether the Government has taken/proposes to take any corrective measures to
improve the implementation and outcomes of Samagra Shiksha Abhiyan in the said
State and if so, the details thereof?

(a) & ( b): Under the Centrally Sponsored Scheme Samagra Shiksha, financial
assistance is provided to the States and UTs for various interventions/activities
including school infrastructure, teacher education, digital education as per norms of
the scheme. Central share of funds is approved based on Annual Work Plan and
Budget (AWP&B) prepared by the States and UTs, including Bihar, based on their
requirements and priorities and guidelines issued by the Ministry of Education at the
beginning of every year. These plans are then appraised/approved by Project
Approval Board in consultation with the States and UTs as per the programmatic and
financial norms of the Scheme and availability of budgetary resources. Under the
scheme, lump sum funds are released to the States/UTs in four instalments instead
of component-wise. Details of Central share approved, Central share released and
expenditure incurred by the State Government of Bihar, under the Centrally
Sponsored Scheme Samagra Shiksha, during the last three financial years and

(c) & (d): Under Samagra Shiksha, funds are provided to support various
interventions including creation of infrastructure and basic facilities, teacher training
and digital education. Implementation of approved interventions is the responsibility
of the concerned State/UT. As per the PRABANDH, details of infrastructure
approvals and implementation thereof for State of Bihar during 2018-19 to 2025-26
are as under:

(e): The Centrally Sponsored Scheme of Samagra Shiksha has an inbuilt concurrent
evaluation and monitoring system. Periodical meetings are conducted with States /
UTs including Bihar to review the status of implementation and taking corrective
measures. The Samagra Shiksha Manual on Financial Management and
Procurement contains detailed procedures on fund flow arrangements, accounting,
financial reporting, internal control and audit, external audit, procurement
procedures, etc. All funds are now routed through the Public Financial Management
System (PFMS) to ensure transparency, real-time tracking of fund releases and
utilisation, and timely identification of unspent balances. Further, streamlining of
financial reporting and project tracking to reduce the time-lag between fund release
and utilization is done through the Project Appraisal Budgeting Achievements & Data
Handling System (PRABANDH) Portal. Appropriate corrective action is taken by the
State Governments to ensure timely implementation and compliance with financial
guidelines. Real-time monitoring of teacher and student attendance and student
progress to ensure accountability is done by the State Government of Bihar through
e-Shiksha Kosh Portal.****
