Shri G Lakshminarayana: Shri Lavu Sri Krishna Devarayalu: Shri G M Harish Balayogi: Will the Minister of EDUCATION be pleased to state: (a) the total number of smart classrooms and functional Information and Communication Technology (ICT) labs sanctioned and established under Samagra Shiksha Scheme during the last five years, year-wise and State/UT-wise across the country including Andhra Pradesh, district-wise especially in Palnadu district; (b) the amount of funds allocated, released and utilised for digital infrastructure, including provision of ICT equipment, smart boards, and e-learning resources and Digital Initiatives‟component in the said State, during the said period, district-wise along with details of schools in Palnadu district approved under the scheme; (c) whether all schools sanctioned under this component are fully functional and connected to the DIKSHA platform, if so, the details thereof; (d) the number of Children with Special Needs covered under the Inclusive Education component of Samagra Shiksha during the last three years, State/UT-wise and district-wise in Andhra Pradesh; (e) the details of beneficiaries of therapeutic support, assistive devices, transportation allowance, Braille and large-print books, and stipends for girls with special needs under Inclusive Education component in Palnadu district during the last three years, year-wise; (f) the amount of funds allocated, released, utilised for the Inclusive Education component in the said State during the said period, district-wise; (g) whether any States or Union Territories have reported delays or non-utilisation of ICT funds due to procurement or connectivity issues, if so, the details thereof; and (h) the steps being taken by the Government to bridge the digital divide between rural and urban schools and to ensure equitable access to digital learning facilities in the country? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SH. JAYANT CHAUDHARY) (a) to (c) Education is in the Concurrent list of the Constitution and majority of the schools are under the administrative control of respective State Government and UT Administration. TheDepartment of School Education and Literacy is implementing Samagra Shiksha – an Integrated Scheme for School Education from 2018-19. Samagra Shiksha is an overarching programme for the school education sector extending from pre-school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education including the rural areas. Samagra Shiksha is implemented in partnership with all the States and UTs and financial assistance is provided to all States and UTs. ICT and Digital Initiatives component of Samagra Shiksha covers Government and Aided Schools having classes VI to XII. Under this component financial assistance is provided for establishing ICT Lab and Smart Classrooms in schools. The non- recurring/recurring grant under „ICT and Digital Initiatives‟ is available to the States and UTs for following two options: i. Option I: Under this option schools which have not availed the ICT facility earlier can either opt for ICT or smart classrooms as per their requirement and need. In case of more than 700 enrolment, an additional ICT lab can also be considered. States/UTs have flexibility to procure hardware such as tablets/ laptops/notebooks/ integrated teaching learning devices and open source operating system as well as Hardware, Software, training and resource support. This would include support for digital boards, smart classrooms, virtual classrooms and DTH channels on pro-rata basis for number of schools approved. ii. Option II: Under this option schools which have already availed the ICT facility earlier can avail smart classrooms/tablets as per the norms of the scheme. Financial Provisions: ICT Lab: a non-recurring grant of up to Rs. 6.40 lakh per school and recurring grant of upto Rs. 2.40 lakh per school per annum for a period of 5 years. From 2023-24, the scheme also offers step-wise funding based on school enrolment. (Strength < 100: Rs. 2.5 Lakhs, Strength between 100 – 250: Rs. 4.5 Lakhs, Strength between 250 – 700: Rs. 6.4 Lakhs) Smart Classrooms: The non-recurring grant for Smart Class rooms (2 smart classrooms per school) is of Rs. 2.40 lakh and the recurring grant is Rs. 38,000/- per school per annum (including E Content and Digital Resources, Charges for Electricity. The State/UT-wise details of ICT Labs sanctioned to States/UTs and functional from 2020-21 to 2025-26 are at Annexure-I. The State/UT-wise details of Smart Classrooms sanctioned to States/UTs and functional from 2020-21 to 2025-26 are at Annexure-II.” The district-wise details of functional ICT labs and Smart Classrooms in the State of Andhra Pradesh is at Annexure-III. As a participant in DIKSHA, States/UTs/ABs have generated and contributed over 3.7 lakh content in mother local/regional languages enabling multilingualism. Overall, 565.28 crore learning sessions have been completed on DIKSHA by students, teachers and other stakeholders. The stakeholders have access to more than 450 Virtual Labs and 100 Virtual skill labs (50 each in Hindi and English) on DIKSHA. Each State/UT leverages the DIKSHA Platform uniquely and has the autonomy to adopt its varied capabilities and solutions to implement programs for teachers, learners, and administrators. DIKSHA is openly accessible to students, teachers, parents and educators across the country. About 99.4 percent of the schools in Andhra Pradesh are having internet Connectivity. (d) The number of Children with Special Needs covered under the Inclusive Education component of Samagra Shiksha during the last three years State/UT-wise is at Annexure-IV Under Samagra Shiksha, Government of Andhra Pradesh, has been providing free education to all Children with Special Needs from pre-primary to senior secondary level as per the Rights of Persons with Disabilities Act, 2016. The number of Children with Special Needs covered under the Inclusive Education component of Samagra Shiksha during the last three in State of Andhra Pradesh District-wise is at Annexure-V (e) Government of Andhra Pradesh has been also providing School Readiness Programme, Transport Allowance, Escort Allowance, Stipend for CwSN Girls, Home-Based Education, Aids and Appliances, Medical Assessment, Sports and Games, Physiotherapy Services, promoting digital education by providing tabs and improving learning outcomes by appointing Psychotherapists at the elementary level and School Assistants in Special Education at the secondary level etc for the welfare of Children with Special Needs in Palnadu District. Details of the beneficiaries in Palnadu District is at Annexure-VI.(f) The details of the funds allocated, released, utilised for the Inclusive Education Component of Samagra Shiksha in the State of Andhra Pradesh during the last three years, district- wise is at Annexure-VII. (g) The key challenges or limitation faced in implementing digital interventions such as Smart Class are of Capacity Building of teachers, Infrastructure setup, Uninterrupted internet connectivity etc. Based on the UDISE+ data and funds approved in Project Approval Board‟s (PAB) meetings to States/UTs for the year 2025-26, there were gaps identified in saturating smart classrooms and ICT Labs in Secondary and Senior Secondary Schools in States/UTs. To address this gap, a supplementary PAB was conducted on 10th June, 2025 wherein, 20,553 ICT Labs and 29,910 Smart Classrooms in 32 States/UTs, including Andhra Pradesh were approved for the saturation of these facilities. Further, to saturate all Kasturba Gandhi Balika Vidyalayas (KGBVs) 3,564 ICT Labs and 3,655 Smart Classrooms were approved in the PAB held on 8th November, 2024 for the year 2024-25. The Government of India, in the Budget 2025-26, has announced provision of broadband connectivity to all Government Secondary Schools in rural areas, under the „BharatNet‟ project to enhance digital infrastructure in remote areas by BSNL. The State/UT Governments have been advised to act based on the situation prevailing at every place to meet the demands of students and teachers for providing them with the digital access required for teaching learning digitally. The National Education Policy 2020 calls for investment in digital infrastructure, online teaching platforms and tools, virtual labs, digital repositories, online assessments, technology and pedagogy for online teaching-learning etc., for which various initiatives have been taken. For school education, digital literacy programs have been extended to students, teachers and all stakeholders with necessary funding mechanisms under Samagra Shiksha for all States/UTs, in alignment with NEP 2020. (h) To achieve the objectives of NEP 2020 and to bridge the digital divide in education, a comprehensive initiative called PM e-VIDYA is in place which unifies all efforts related to digital/online/on-air education to enable multi-mode access to education, with a target to benefit nearly 25 crore school going children across the country including Andhra Pradesh. The key components of this initiative are DIKSHA - the nation‟s digital infrastructure, 200 PM e- VIDYA DTH TV Channels to provide supplementary education in various Indian languages for classes 1-12, ePathshala initiative to disseminate Digital Books and eContents, eJaadui Pitara is a digital app to supplement and a complement to the physical Jaadui Pitara, a vertical on Virtual Labs created on DIKSHA platform where Virtual Labs for Science and Mathematics for subjects Class 6th to 12th have been made available. The above digital initiatives of Department of School Education & Literacy especially “ICT and Smart Classroom component” provide basic infrastructure to the students and transform the classroom into tech-driven class. The students increase engagement with multimedia content and interactive activities, while availing wider range of resources.
