GENIBEN NAGAJI THAKOR: SHRI MAHESH KASHYAP: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) whether the Government is implementing any special scheme to promote natural farming and organic farming in the country, if so, the details thereof including in Bastar Lok Sabha Constituency; (b) the details of area covered under natural and organic farming and the number of farmers benefited during the last three years, State/UT-wise; (c) the details of steps taken by the Government to provide training, certification, marketing, Minimum Support Price (MSP) or other financial assistance to farmers adopting natural and organic farming; (d) whether the Government proposes to implement any new scheme to promote separate supply chain, storage and export of natural and organic products and if so, the details thereof; (e) the details of the number of farmers benefited and the amount distributed under the Pradhan Mantri Kisan Samman Nidhi in Chhattisgarh during the last three years, district- wise; (f) the special programmes being operated to increase the income of small and marginal and tribal farmers; and (g) the steps taken for the processing and marketing of coarse grains (Shri Anna), Kodo, Kutki, Ragi and other traditional crops in Bastar? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (g): A statement is laid on the Table of the House.STATEMENT IN RESPECT OF PARTS (a) TO (g) OF THE LOK SABHA STARRED QUESTION NO. 127 DUE FOR ANSWER ON 28.07.2026 REGARDING “IMPLEMENTATION OF SCHEMES TO PROMOTE NATURAL AND ORGANIC FARMING” (a) & (b): The Union Cabinet approved the National Mission on Natural Farming (NMNF) on 25th November 2024 as a centrally sponsored scheme which is being implemented in the country. Further, two schemes are being implemented to promote organic farming since 2015-16 namely Paramparagat Krishi Vikas Yojana (PKVY), which is implemented in all States and Union Territories (UTs) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), which is implemented in the North Eastern States. Both NMNF and PKVY schemes are being implemented in the State of Chhattisgarh including the Bastar Lok Sabha constituency. (c) & (d): Under NMNF, 527 Krishi Vigyan Kendras (KVKs), 76 State Agriculture Universities (SAUs), 194 Local Natural Farming Institutes (LNFIs) have been identified to support cluster level implementation of the scheme. 18 Centres of Natural Farming Institutes (CoNFs) have been identified to impart training of Scientists (from these KVKs/ SAUs), Officials of State/Districts/Block level implementing the scheme and Farmer Master Trainers (FMTs). 1,717 Scientists & Farmer Master Trainers (FMT) from KVK, StateAgricultural Universities (SAU) & Local Natural Farming Institutions (LNFI) and 2,044 State & District Officials have been trained on natural farming. At a cluster level Community Resource Persons (CRPs) are deployed to handhold the farmers on the practices of natural farming. Such CRPs and farmers are trained by the Scientists and FMTs at KVK, SAU & LNFI about the practices and benefits of Natural Farming, about the Mission and on preparation of bio-inputs like Jeevamrut, Beejamrut, etc. 37,731 Krishi Sakhis/ CRPs have been trained. Till date, 23,13,238 farmers have been provided support as mentioned above and expenditure of ₹ 65924.34 lakh has been incurred under NMNF. The support provided to farmers to facilitate the transition towards natural farming includes the following: (i) Output Based Incentive of ₹4000/- per acre, per year to a farmer for 2 years (up to 1 acre per farmer); (ii) Training of Community Resource Persons (CRPs) and farmers on the practices of natural farming; (iii) Support provided of ₹ 50,000/- for establishment of per Model Demonstration Farm (MDF) in KVK, SAUs, LNFI and FMT field. (iv) Support provided of ₹ 1,00,000/- for establishment of per Bio-input Resource Centres (BRCs) for easy availability of natural farming inputs; (v) Certification facilities are provided to farmers adopting natural farming for which financial assistance of ₹2,100 per hectare is provided for a period of two years. Under PKVY, assistance of Rs. 31,500 per ha is provided over 3 years for promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs including organic compost. Financial assistance of Rs. 4,500/ha is provided over 3 years for marketing, packaging, branding, value addition etc. Rs. 3,000/ha for 3 years is provided for certification. Assistance is also provided @Rs. 9,000/ha in 3 years for training, awareness & capacity building. Under MOVCDNER, assistance of Rs. 46,500 per ha is provided over 3 years for creation of Farmers Producer Organization, support to farmers for organic inputs etc. Out of this, assistance @ Rs. 32,500 per ha is provided to farmers for off -farm /on –farm organic inputs under the scheme including Rs. 15,000 as Direct Benefit Transfer to the farmers. Financial assistance of Rs 10,000 per ha is provided over 3 years for activities of Internal Control System (ICS) management, training and certification. Financial assistance of Rs 4,000 per ha is provided over 3 years for value chain marketing at state level.Till date, 36,38,043 farmers have been provided support as mentioned above and expenditure of ₹ 370353.02 lakh has been incurred for PKVY and MOVCDNER. Natural Farming Certification System (NFCS) for certification of natural farming produce has been initiated under the Mission. NFCS adopts a digital online certification under Participatory Guarantee System (PGS-INDIA NATURAL) with logo “PGS-INDIA NATURAL”. More than 22.47 lakh farmers have been registered under the natural farming certification system till date with more than 14.43 lakh farmers issued natural farming certificates. Natural Farming certified products are available in the market as well as on Open Network for Digital Commerce (ONDC) for Business to Consumer sales. Government has initiated Organic Certification to help small farmers reap these benefits, making farming systems more sustainable, prosperous, and profitable. Participatory Guarantee System (PGS-India) organic certification being implemented by Ministry of Agriculture and farmers’ Welfare. So far 16.35 lakh ha area has been certified benefitting 24.14 lakh farmers under PGS-India Certification Programme. Till now more than 500 brands have been developed for organic farming under PGS-India, which have received good and stable prices in the market. The prominent brands developed under PGS-India Organic Certification programme include Pure & Sure (Bengaluru), Swadesham Organics (Uttar Pradesh), Organic Himachal, Organic Jharkhand, Kerala Organic, Sahaja Aharam (Hyderabad), Tamil Nadu Organic Products, Aadim Organic (Dantewada), Organic Uttarakhand, Namami Gange Jaivik Kashi etc. National Programme for Organic Production (NPOP) which is a third-party Certification for organic products is managed by Agricultural and Processed Food Products Export Development Authority (APEDA) (Ministry of Commerce and Industry) for export and large-scale domestic production. Till 2025-26, 39.68 lakhs ha land certified under NPOP Organic Certification. The prominent brands developed under National Programme for Organic Production (NPOP) certification includes, Mantra Organic, Organic India, Natureland Organics, Morarka, etc. Under MOVCDNER, all 8 North East states developed their own organic product brands namely Organic Arunachal (Arunachal Pradesh), Organic Manipur (Manipur), Mission Organic Mizoram (Mizoram), Naga Organic (Nagaland), Sikkim Organic (Sikkim), Megha (Meghalaya) and Tripura Organic (Tripura), Asoma (Assam) which are used on its organic products for marketing. (e) & (f): The Government is implementing various schemes and programs such as Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), Krishonnati Yojana (KY) etc. to enhance the livelihood and income ofsmall, marginal and tribal farmers. Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), aims at providing financial assistance to farmer families with cultivable landholding, subject to certain exclusion criteria, to enable them to take care of expenses related to agriculture and allied activities. The District-wise details of PM-KISAN for the State of Chhattisgarh during Financial Year 2023-24 to Financial Year 2026-27 is given at Annexure – III. (g): The Government is implementing a Sub-Mission on Shree Anna under the National Food Security & Nutrition Mission (NFSNM) to increase the production and productivity of millets in 28 States and 2 Union Territories (UTs), including Chhattisgarh. Under NFSNM- Shree Anna, assistance is provided to the farmers, through the States/UTs, to all categories of farmers including tribal, small and marginal farmers for the implementation of various mission components, for demonstration on crop production and protection technologies, for production and distribution of certified seeds, for Integrated Nutrient and Pest Management measures and for capacity building of farmers through cropping system based trainings. Flexibility has been given to States / UTs to identify districts for implementation of different components of the Mission, subject to inter alia conditions that prioritize districts with low productivity but high potential. An amount of Rs. 2023.86 lakh (Central Share + State Share) has been approved in the Annual Action Plan for the State of Chhattisgarh for Shree Anna under NFSNM during 2026-27. Processing and marketing of coarse grains (Shri Anna), Kodo, Kutki, Ragi and other traditional crops is being taken up in Bastar involving Krishi Vigyan Kendras (KVKs) and Farmer Producer Organization (FPOs).Annexure - I State/UT-wise Physical achievements under the Mission (NMNF) from financial year 2024-25 to 2026-27 S.
