IMPLEMENTATION OF SMAM IN UTTARAKHAND
1621. SHRI MAHENDRA BHATT:
Will the Minister of AGRICULTURE & FARMERS WELFARE be pleased to state:
(a) the total number of farmers in Uttarakhand who have applied under the Sub-
Mission on Agricultural Mechanization (SMAM) Scheme; and
(b) the total quantum of funds released so far by the Central Government as part of
the 90 per cent share to be provided to the State Government, the details thereof?

(a) & (b): A Centrally Sponsored Scheme ‘Sub-Mission on Agricultural
Mechanization’ (SMAM) is being implemented through the State Governments w.e.f.
2014-15 with the major objectives of increasing the reach of farm mechanization to
small and marginal farmers and to the regions where availability of farm power is low
and promoting ‘Custom Hiring Centers’ to offset the adverse economies of scale arising
due to small land holding and high cost of individual ownership of agricultural
machines. The scheme is also implemented in the State of Uttarakhand on 90:10 funds
sharing pattern between Centre and State. During the period from 2021-22 to 2025-26
(as on 09.02.2026), the central funds amounting to Rs. 220.65 crores have been released
to the State of Uttarakhand. As per the information provided by the Department of
Agriculture of the Government of Uttarakhand, out of the total 45165 applications
received on the portal, the financial assistance to 27562 farmers has been disbursed
under SMAM during the period from 2021-22 to 2025-26 (as on 09.02.2026).
