IMPLEMENTATION OF STEEL SC RAP RECYCLING POLICY, 2019
5228. SHRI OMPRAKASH BHUPALSINH ALIAS PAVAN RAJENIMBALKAR:
Will the Minister of STEEL be pleased to state:
(a) whether the Steel Scrap Recycling Policy, 2019 has been fully implemented to
promote circular economy in the Steel sector, which aims to reduce the current import
dependence of about seven million tonnes by setting up Metal Scraping Centres
(MSCs), Scrap Processing Centres (SPCs) with a capacity of one lakh tonnes per
annum and Collection and Dismantling Centres in a hub-and-spoke model;
(b) the details of operational/sanctioned MSCs and SPCs (target 70) and 300+ CDCs
particularly in Maharashtra and the details of integration with Vehicle Scrappage
Policy/RVSF, State/UT and district-wise;
(c) the details of Central/PSU grants given and private investment made for setting up
these centres along with the created capacity of these centres and the details of steel
units receiving supplies therefrom since 2019, centre-wise; and
(d) the timeline fixed for setting up the proposed 700 Scrap Processing Centres (SPCs)
under the National Steel Policy, the challenges regarding land acquisition and
statutory/environmental clearances and the date of MSME participation and
employment generated thereunder?
ANSWER

MINISTRY OF STEEL
(a)to(d): Ministry of Steel notified Steel Scrap Recycling Policy, 2019 (SSRP, 2019)
with aim to promote circular economy in the steel sector and evolve a responsive
ecosystem by involving all stakeholders. The role of Government is of an enabler and
provide a roadmap to facilitate the eco-system of metal scrapping in the country. As
on 12.03.2026, 134 Registered Vehicle Scrapping Facilities (RVSFs) across 22 States
/ UTs are operational in the country. A total of 4,65,393 vehicles have been scrapped
at RVSFs contributing to scrap steel recovery. The State-wise details of the RVSFs
are enclosed herewith. The Central Government provides incentives to States/UTs
under the Scheme for Special Assistance to States for Capital Investment (SASCI)
2025-26. Rs. 2,000 crore has been allocated under the Scheme to promote scrapping
of vehicles at Registered Vehicle Scrapping Facilities (RVSFs) and related
implementation measures under the Voluntary Vehicle-Fleet Modernization Program
of Ministry of Road Transport and Highways (MoRT&H).
