Will the Minister of PANCHAYATIRAJ be pleased to state:
(a) the district wise number of villages/hamlets surveyed under the SVAMITVAScheme, the
total area mapped, and the number of property cards issued to date and the Gram Panchayats
covered, along with progress of drone surveys, parcel mapping, property card issuance and
integration of ownership records with the State land-record system, district-wise in Himachal
Pradesh;
(b) whether various State Government departments, such as Revenue, Rural Development,
Survey and Settlement, and IT are coordinating effectively with the Centre for seamless
implementation of SVAMITVAscheme;
(c) the measurable benefits in the State such as increased local revenue mobilisation, bank
creditfacilitated andland-dispute resolution aftersurveys;
(d) whether the Government has addressed technical challenges in hilly/forest areas through
special guidelines, if so, the detailsthereof;
(e) the status of convergence with State e-governance platforms and national land-record
databases; and
(f) the capacity-building andgrievance-redressal measures undertaken?

(a) In Himachal Pradesh, under SVAMITVA Scheme, drone survey has been completed in
13,920 villages with an estimated area of nearly 55 sq km, where 5,419 property cards have
been prepared for 364 villages. Nearly 38 lakh property parcels have been digitized. In all,
3,353 Gram Panchayats have been covered with drone survey and property cards have been
distributed in 114 Gram Panchayats. All the property cards are digitally linked to State
revenue records. District wise details are at Annexure-I.
(b) The Survey of India and various State Government Departments such as Revenue,

SVAMITVASchemeinHimachalPradesh.
(c) As per information available with the Ministry of Panchayati Raj, there has been no
reported increase in local revenue mobilization, bank credit or resolution of land disputes in
Himachal Pradesh.
(d) There are no special guidelines issued specifically for hilly or forest areas under the
SVAMITVA Scheme. The existing scheme framework applies uniformly across all regions,
including hilly and forested areas. Wherever required, State Government and Survey of India
adopt operational adjustments such as optimizing flight paths, using appropriate ground
control points and conducting additional field verification to address local terrain-related
challenges.
(e) As per information available with the Ministry of Panchayati Raj, SVAMITVAdata is not
integratedwith anyState e-governanceplatformsor nationallandrecords database.
(f) Survey of India undertakes capacity-building activities from time to time for officials
including Tehsildars, Patwaris and other field staff, to support ground verification of maps
generated under the Scheme. For grievance redressal related to property cards, the Himachal
Pradesh Abadi Deh (Record of Right) Act, 2021 provides a 60-day period during which
property owners may submit claims or objections regarding the draft property cards before
theirfinalization.
