Parliament Question: Implementation of Tribal Welfare Schemes in Budaun

GOVERNMENT OF INDIA MINISTRY OF TRIBAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO- †6261 TO BE ANSWERED ON- 02/04/2026 IMPLEMENTATION OF TRIBAL WELFARE SCHEMES IN BUDAUN †6261. SHRI ADITYA YADAV: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government has taken any steps to provide support to the tribal communities in Budaun district of Uttar Pradesh, if so, the details thereof and if not, the reasons therefor; (b) whether the schemes related to education, skill development and livelihood generation have been extended to the tribal population in the said district to ensure social and economic empowerment, if so, the details thereof; and (c) the steps taken to establish coordination with the State agencies and the local bodies to strengthen access to healthcare, housing and welfare programmes for the tribal families? ANSWER MINISTER OF STATE FOR TRIBAL AFFAIRS (SHRI DURGADAS UIKEY) (a): Government is implementing Development Action Plan for Scheduled Tribes (DAPST) as a strategy for the development of Scheduled Tribes and areas having tribal concentration in the country including the state of Uttar Pradesh. Besides Ministry of Tribal Affairs, 41 Ministries/Departments are allocating certain percentage of their total scheme budget every year for tribal development under DAPST to bridge the developmental gap between Scheduled Tribes (STs) and non-ST populations and for various tribal development projects relating to education, health, agriculture, irrigation, roads, housing, electrification, employment generation, skill development, etc. Schemes along-with funds allocated by the obligated Ministries/Departments for the welfare of Scheduled Tribes are given at Statement 10B of Expenditure Profile of Union Budget document in the link: https://www.indiabudget.gov.in/doc/eb/stat10b.pdf.State Governments are also supposed to earmark TSP funds with respect to the total Scheme allocation, in proportion to ST population (Census 2011) in the State. The details of allocation and expenditure for TSP by States/UTs out of their own funds are available at https://statetsp.tribal.gov.in. (b): Ministry of Tribal Affairs is implementing the following schemes related to education, skill development and livelihood generation of tribal population across the country: Eklavya Model Residential Schools (EMRS): Eklavya Model Residential School (EMRS) aims to provide quality education at par with Navodaya Vidyalaya to the tribal children in their own environment. Under the new scheme, Government decided to establish one EMRS in every block having more than 50% ST population and at least 20,000 tribal persons (as per census 2011). Pre-Matric Scholarships to ST students: The scheme is applicable to students who are studying in Classes IX –X. Parental income from all sources should not be more than Rs.2.50 lakhs per annum. Scholarship of Rs.225/- per month for day scholars and Rs.525/- per month for hostellers is given for a period of 10 months in a year. Post Matric Scholarship to ST students: The objective of the scheme is to provide financial assistance to the Scheduled Tribe students studying at post-matriculation or post- secondary levels to enable them to complete their education. Parental income from all sources should not be more than Rs.2.50 lakhs per annum. In FY 2023-24 and FY 2024- 25, 10 and 6 students availed benefits under Post Matric Scholarship amounting to Rs 1,63,700.00 and Rs 1,61,610 in Badaun district, respectively. National Overseas Scholarships for ST Candidates: The Scheme provides for financial assistance to selected students to pursue Post Graduation, PhD & Post-Doctoral study abroad. A total of 20 awards are given every year. Out of these, 17 awards are for STs and 3 awards are for students belonging to Particularly Vulnerable Tribal Groups (PVTGs). Parental/family income from all sources should not exceed Rs.6.00 lakhs per annum. Grants are given to the selected candidates by the Ministry through the Indian Missions/Embassies abroad. National Scholarship - (Top Class) Scheme [Graduate and Post-Graduate Level]: The objective of the scheme is to encourage meritorious ST students for pursuing studies in prescribed courses in any of the 265 institutions of excellence across the country like IITs, AIIMS, IIMs, NIITs, etc. identified by the Ministry. Family income from all sources should not exceed Rs.6.00 lakhs per annum. Scholarship amount includes tuition fees, living expenses and allowances for books and computer.National Fellowship for ST students: 750 fellowships are provided to ST students each year for pursing higher studies in India for MPhil and PhD. Fellowship is granted as per UGC norms. Grant-in Aid to Voluntary Organizations working for the welfare of Scheduled Tribes: Under the scheme of Grant-in-Aid to Voluntary Organizations working for the welfare of Scheduled Tribes, the Ministry funds projects in the fields of education and health, covering residential schools, non-residential schools, hostels, mobile dispensaries, ten or more bedded hospitals, livelihood, etc. Pradhan Mantri Janjatiya Vikas Mission (PMJVM): The Ministry is implementing the scheme ‘Pradhan Mantri Janjatiya Vikas Mission (PMJVM)’ through Tribal Co-operative Marketing Development Federation of India (TRIFED) which envisions to strengthen tribal entrepreneurship initiatives and to facilitate livelihood opportunities by promoting more efficient, equitable, self-managed, optimum use of natural resources, agri / minor Forest Produce (MFPs) / non-farm produce. Under the scheme, financial support is provided to the State Governments for setting up of Van Dhan Vikas Kendras (VDVKs) which are the centres of value addition activities of MFPs/non-MFPs. TRIFED also provides backward & forward linkages to tribal artisans / suppliers for marketing of tribal products of various categories like metal craft, textile, jewellery, painting, cane & bamboo, terracotta & pottery, organic & natural food products etc. through online and offline platforms. In addition, TRIFED also organizes and participates in festivals, melas etc. to provide platforms to the tribal artisans to showcase their products and connect them to the potential buyers giving thereby an opportunity to enhance their entrepreneurship activities. National Scheduled Tribes Finance and Development Corporation (NSTFDC): NSTFDC has been set up under the Ministry of Tribal Affairs as an apex organisation set up exclusively for economic development of Scheduled Tribes implements various schemes for livelihood generation. NSTFDC extends concessional loans to the eligible Scheduled Tribe communities including Tharu tribe. The schemes of NSTFDC are implemented across the country including the state of Uttar Pradesh. The prominent schemes of NSTFDC are given as under: i. Term Loan Scheme: NSTFDC provides Term Loan for viable projects costing upto ₹50.00 lakh per unit. Under the scheme, financial assistance is extended upto 90% of the cost of the project and the balance is met by way of subsidy/ promoter contribution/margin money. ii. Adivasi Mahila Sashaktikaran Yojana (AMSY): This is an exclusive scheme for economic development of Scheduled Tribes Women. Under the scheme, NSTFDC provides loan upto 90% for projects costing upto ₹2 lakh.iii. Micro Credit Scheme for Self Help Groups (MCF): This is an exclusive scheme for Self Help Groups for meeting small loan requirement of ST member. Under the scheme, the Corporation provides loans upto ₹50,000/- per member and maximum ₹5 Lakh per Self Help Group (SHG). iv. Adivasi Shiksha Rrinn Yojana (ASRY): This is an Education loan scheme to enable the ST students to meet expenditure for pursuing technical and professional education including Ph.D. in India. Under this scheme, the Corporation provides financial assistance upto ₹10 lakh per eligible family. The students are eligible for interest subsidy from Ministry of Education, Govt. of India, during the moratorium period i.e. course period plus one year after completion of course or six months after getting the job, whichever is earlier. (c): Under the Development Action Plan for Scheduled Tribes (DAPST), various Ministries/Departments of the Government of India implement their respective schemes through the corresponding State implementing agencies. An online monitoring system (https://stcmis.gov.in) has been provisioned to provide monitoring of financial and physical progress at State/District level. In Badaun district, out of the 403 ST Households identified as eligible for PMAY-G, houses have been completed for 402. The Ministry of Tribal Affairs coordinates with State Governments, including the Government of Uttar Pradesh, through multiple mechanisms to promote inclusive education, skill development and livelihood opportunities for Scheduled Tribes. The Eklavya Model Residential Schools (EMRS) scheme is implemented through the National Education Society for Tribal Students (NESTS) under the Ministry, which works in coordination with State Governments through designated State implementing agencies for establishment and management of EMRSs. TRIFED is the nodal agency for implementation of the scheme PMJVM scheme and TRIFED implements the scheme either directly or indirectly through the State Implementing Agencies (SIAs) as per scheme guidelines.The Ministry has undertaken Dharti Aaba Janjatiya Gram Utkarsh Abhiyaan (DAJGUA) mission for development of STs through convergence of funds available with different Ministries/Departments under DAPST. Committees have been constituted at the State, District and Block levels for effective implementation, coordination and monitoring of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan. These include a State-Level Apex Committee chaired by the Chief Secretary, District-Level Committees chaired by District Collectors and Block-Level Implementation Teams to facilitate implementation at the grassroots level. Periodic review meetings are conducted under the framework of DAPST to review the allocation and expenditure under various schemes by the obligated Ministries/Departments. *****
