Will the Minister of MINORITY AFFAIRS be pleased to State:-
(a) whether the Government has been actively engaging with States and Union Territories to
ensure effective implementation of the UMEED portal, mandating that details of all the
registered Waqf properties across the country are to be uploaded and if so, details and the present
status thereof;
(b) whether the Government held a comprehensive review meeting with the State Waqf Boards
and apprised the officials of the rules to be rolled out shortly to support the statutory
requirements of the portal and also invited suggestions from State authorities to streamline the
implementation process and several Waqf Board CEOs requested to revisit certain leasing
provisions and if so, the details thereof and action taken by the Government in this regard; and
(c) whether the Union Government has reaffirmed the commitment to empowering Waqf Boards,
if so, the details and present status thereof along with the fund utilised, State-wise?

(a) & (b) Yes sir, in accordance with Section 3(ka) of the Unified Waqf Management,
Empowerment,Efficiency and Development(UMEED) Act, 1995, the Ministry of Minority
Affairs has developed and launched the UMEED Central Portal-2025 on 06.06.2025. The
Ministry has been actively engaging with the States/UT Waqf Boards to ensure the effective
implementation of the UMEED Central Portal- 2025 and the State/UT Waqf Boards across the
country have commenced uploading data on the UMEED Central Portal-2025. The status of data
entry is at Annexure-I.
The Ministry has provided extensive training and capacity-building support to ensure
effective use of the UMEED Central Portal-2025. Prior to its launch, two consultative meetings
were held on 28.02.2025 & 08.05.2025 with representatives of State/UT Waqf Boards to
demonstrate the prototype of developing portal and incorporate their feedback. A two-day
national-level workshop-cum-training program was organised on 26th–27th May 2025. Feedbackand suggestions were received during the training sessions from State/UT Waqf Boards, based
on their local needs and requirements. Suggestions that align with the provisions of the Unified
Waqf Management, Empowerment, Efficiency and Development Act, 1995 have been
incorporated into the Portal as the portal is a statutory portal. After the launch of the Portal, a
dedicated helpline has been set up to address grievances raised by the Boards. About 140
Grievances/suggestions have been received across the country as on 28.07.2025 and their
resolutions have also been uploaded on the Portal to help other Boards to understand and handle
the portal functioning effectively.
Video conferences were also conducted on 02.05.2025, 25.06.2025, 03.07.2025 with
State/UT Governments and Waqf Boards for facilitating its smooth implementation. Officers and
staff of the Ministry have also been undertaking field visits to provide on-site support, resolve
issues, and guide Boards in operating the UMEED Central Portal.
(c): Yes, Sir,the Central Government has reaffirmed its commitment to empowering Waqf
Boards through the launch of the UMEED Central Portal-2025. All State/UT Waqf Boards have
been onboarded and have commenced data entry on the Portal. To ensure its effective
implementation, the Ministry has advised establishment of Project Management Units (PMUs) at
the Central, State/UT, Waqf Board, and District levels. These PMUs are intended to support the
efficient management of waqf properties and to ensure that the details of all such properties are
uploaded on the Portal within a period of six months.
