SHRIASHOKKUMARRAWAT: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) the current status regarding the improvement of Primary Healthcare Centres (PHCs) in the rural areas of Mishrikh, Uttar Pradesh and the establishment of a major super-specialty hospital at the district levelfor the treatmentof criticalillnesses; (b) whether any assessment has been made regarding the estimated number of poor patients who would benefitdailyfrom the setting up of such hospitals; (c) if so, the time by which the said hospitals are proposed to be set up along with the amount of funds likelytobe spent inthisregard; and (d) if not,the reasons therefor? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): ‘Public Health and Hospital’ is a State subject, the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is of that State Government. Under National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare system based on proposals received from States/UTs intheirProgrammeImplementation Plan(PIP)within theirresource envelope. As per the information provided by the State Government of Uttar Pradesh, health services are provided at the Primary Health Centres (PHCs) operating under the Mishrikh Development Block in Sitapur district in accordance with the resources available under the National Health Mission and the schemes of the State Government. Necessary measures are taken to strengthen buildings, equipment, medicines,humanresources, andotherbasic infrastructure facilities. As reported by the State Government of Uttar Pradesh, there is no separate detailed assessment available regarding the estimated number of poor patients to be benefitted daily on setting up of Super-Specialty hospital. However, the strengthening of healthcare facilities has been ensured in Sitapur District so that all residents of the area, particularly patients from economically weakersections, are benefitted from qualityhealthcareservices. Further, as informed by the State Government, at present, no separate project has been proposed for the establishment of a newhospital. *****
