(a) whether the Government is aware that there are inadequate educational infrastructure and
scholarships, including schools, colleges and vocational training centres, which
disproportionately affects students belonging to SCs and OBCs in Moradabad district in Uttar
Pradesh and Bharatpur district in Rajasthan;
(b) if so, the details of the newly approved educational institutions as well as the amount of
scholarships provided in these districts;
(c) whether the Government has undertaken any measures/steps to improve school
infrastructure, promote higher education, provide scholarships and accessible quality
education in the said districts, if so, the details thereof; and
(d) if not, the reasons for inadequate educational support in the said districts?

(a) to (d): Education is a subject in the Concurrent list of the Constitution and most of
the Schools/Colleges/Educational Institutions come under jurisdiction of concerned States
and UTs. State and UT Governments are the appropriate Governments to provide
infrastructure in schools, including in Moradabad district in Uttar Pradesh and Bharatpur
district in Rajasthan.
Recognizing the need for central assistance, the Central Government has implemented
various schemes/projects for supporting State Governments. These schemes/projects run by
the Ministry have been aligned with the National Education Policy (NEP) 2020.
Under Centrally Sponsored Scheme of Samagra Shiksha, States/UTs are supported to
strengthen the existing govt school infrastructure and creation of new infrastructure. As per
mandate of NEP-2020, Department of School Education & Literacy, in convergence with
Department of Drinking Water & Sanitation; Ministry of Housing & Urban Affairs; Ministryof Panchayati Raj and various other Ministries/Departments, is taking targeted and saturation
approach in providing infrastructure facilities to ensure equitable and sustainable education.
As per UDISE+ report of 2024-25, availability of infrastructure facilities in Moradabad
district in Uttar Pradesh and Bharatpur district in Rajasthan in comparison to the States are as
under:

Under Samagra Shiksha an amount of Rs. 1989.38 lakh for Bharatpur (Rajasthan) and Rs.
403.44 lakh for Moradabad (UP) has been approved for FY 2025-26 for implementation of
infrastructure projects in the aforesaid districts. The details are as under:

Further, an additional stream for Science Subject has been approved in 2025-26 in Govt High
School, Khadana in Moradabad district of UP.
Under the Skill and Vocational Education component of the Centrally Sponsored Scheme
‘Samagra Shiksha’, financial assistance is provided to States/UTs, including the districts of
Moradabad district in Uttar Pradesh and Bharatpur district in Rajasthan, for giving exposure
to Skill Education to students of Grades VI to VIII and introduction of Skill courses from
Grades IX to XII, which are aligned with National Skills Qualifications Framework (NSQF).
The exposure of vocational education at Middle level is imparted to school students by
implementing 10 bagless days and internships. So far 138 Job Roles (JRs) / Skill subjects
have been approved to be offered to class 9 to class 12 school students.In 2023-24, 350 KVs including KV Bharatpur and KV Moradabad, have already been
onboarded for providing Skill training to in-School/out of school youth under Pradhan Mantri
Kaushal Vikas Yojana (PMKVY) 4.0 for promoting skill development in schools, aiming to
equip students for the demands of 21st century knowledge economy. So far, 10249
candidates have been registered and being trained for PMKVY 4.0.
The Department of Higher Education is implementing Pradhan Mantri Uchchatar Shiksha
Abhiyan (PM-USHA), a Centrally Sponsored Scheme with an outlay of Rs. 12926.10 crore
for the period 2023-24 to 2025-26 to cater to needs of educationally unserved/ underserved
areas. In Moradabad District of Uttar Pradesh, under the scheme, two colleges have been
supported namely, Govt. Degree College and Govt. Mahavidyalaya, Sambhal for a total
amount of Rs 16.07 Crore under the components of New Model Degree College (NMDC)
and Grants to Strengthen College (GSC). In Bharatpur District of Rajasthan, under the
scheme, five colleges have been supported for a total amount of Rs 13 Crore under the
components of Infrastructure Grants to Colleges (IGC) and Grants to Strengthen Colleges
(GSC).
The Central Sector Scheme ‘National Means-cum-Merit Scholarship Scheme’ is being
implemented, with the objective to award scholarships to meritorious students of
economically weaker sections to arrest their drop out at class VIII and encourage them to
continue their education at secondary stage. One lakh fresh scholarships are awarded to
selected students of class IX every year and their continuation / renewal in classes X to XII
for study in State Government, Government aided and Local body schools under the scheme.
The amount of scholarship is Rs. 12000/- per annum.
During 2024-25, 7603 & 4584 fresh and renewal scholarship were sanctioned for
OBCs/General and SCs, respectively, for the State of Rajasthan including for the district of
Bharatpur. Similarly, 16784 and 8122 fresh and renewal scholarship were sanctioned for
OBCs/General and SCs, respectively, for the State of Uttar Pradesh including for the district
of Moradabad.
The Department of Higher Education is implementing various scholarship schemes namely
umbrella scheme Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana;
PRAGATI Scholarship Scheme and SAKHSAM Scholarship Scheme for providing financial
assistance in higher education to all categories of students, including students of Moradabad
district in Uttar Pradesh and Bharatpur district in Rajasthan, subject to extant scheme
guidelines. In Academic Year 2023-24, more than one crore students were granted
scholarships for Post-Matric and Higher Education, which included about 39.3 lakh
scholarships for Other Backward Classes (OBC), Extremely Backward Classes (EBC) and
Denotified Tribes (DNT) students; about 47 lakh scholarships to Scheduled Castes (SC)
students.
