ANSWER

(a) & (b): Health isa state subject, hence, the responsibility for improving the healthcare facilities lieswith
the respective State/UTGovernments. As per the informationprovided by the State Government of Assam,
continuousefforts are beingmade toaugmenthealth infrastructure andservice deliveryinDhubri district of
Assam. In the district there isa functional Community HealthCentre (CHC) and 18functional SubCentres
whereas16 SubCentresare underconstruction.
(c) & (d): As per the information provided by the State Government of Assam, Health services are being
provided from functional buildings, and wherever services are being delivered from old or partially
dilapidated structures, interim arrangements have been made to ensure uninterrupted delivery of essential
health services. Basic amenities such asdrinking water, electricity and sanitation are available inthe health
facilities. The State Government has undertaken several measures to upgrade health infrastructure in
Dhubri district within a defined timeline, including construction of new health facilities, upgradation of
existing institutions, provision of essential equipment, and improvement of basic amenities under National
HealthMission (NHM) andState schemes.
The Ministry of Health and family Welfare provides technical and financial support tothe States / UTs
