Executive Summary: This document is a response to Lok Sabha Unstarred Question No. 1002 regarding the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY). It details the eligibility criteria for availing benefits, provides district-wise Ayushman card creation data for Uttar Pradesh over the last five years, and clarifies the government's position on increasing health cover under the scheme. The response was given on July 25, 2025. Key Points / Main Content: Eligibility Criteria for ABPMJAY: Initially based on Socio Economic Caste Census (SECC) 2011 data, using 6 deprivation and 11 occupational criteria. In January 2022, the beneficiary base was revised to 12 crore families, with flexibility for States/UTs to use similar socio-economic profile databases for verification. Many States/UTs have expanded the beneficiary base at their own cost using non-SECC data sources, including the National Food Security Act. In March 2024, eligibility expanded to include 37 lakh ASHAs, AWWs, and AWHs and their families. In October 2024, the scheme was expanded to provide free treatment benefits of up to Rs. 5 lakh per year to approximately 6 crore senior citizens aged 70 years and above, belonging to 4.5 crore families, irrespective of their socioeconomic status, through VayVandanacards. Data on Ayushman Cards in Uttar Pradesh: Constituency-wise data is not captured; district-wise data is available. District-wise and year-wise details of Ayushman cards created in Uttar Pradesh for the last five years are provided in the Annexure.
