Parliament Question: Industrial Safety and Compliance of Labour Law in Visakhapatnam

GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT LOK SABHA UNSTARRED QUESTION NO. 76 TO BE ANSWERED ON 20.07.2026 INDUSTRIAL SAFETY AND COMPLIANCE OF LABOUR LAW IN VISAKHAPATNAM 76. SHRI SRIBHARAT MATHUKUMILLI: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)the details of the number of industrial accidents, fatalities and serious injuries reported in major industrial establishments of Visakhapatnam district, separately indicating permanent and contract workers during the last five years and the current year, year and establishment-wise; (b)the number of inspections conducted by the Directorate General Factory Advice Service and Labour Institute (DGFASLI), Chief Labour Commissioner, Employees' State Insurance Corporation (ESIC) and Employees' Provident Fund Organisation (EPFO) in the said establishments along with the number of violations detected, notices issued, prosecutions launched and penalties imposed during the last five years and the current year, year-wise; (c)the number of workers found not covered under Employees' State Insurance (ESI), Employees' Provident Fund (EPF) or other statutory welfare provisions during such inspections, establishment-wise; and (d)the details of the amount of compensation paid under the Employees' Compensation Act and the number of pending compensation claims arising out of industrial accidents in Visakhapatnam district during the last three years and the current year, year-wise? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (d): The Central Government has enacted the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020, which has come into force on 21.11.2025 to regulate safety, health and working conditions of the persons employed in an establishment and Contd..2/-:: 2 :: for matters connected therewith or incidental thereto. The details of number of industrial accidents, fatalities and serious injuries, in case of establishment of Central Sphere, in Visakhapatnam district during calendar year 2022 to 2026 (upto 30.06.2026) is at Annexure I. Directorate General Factory Advice Service and Labour Institute (DGFASLI) is now known as Directorate General Occupational Safety and Health (DGOSH). DGOSH has not been mandated to conduct inspection in factories. The details of number of inspections conducted, violations detected, notice issued, prosecution launched and penalties imposed by Chief Labour Commissioner (Central), Employees’ State Insurance Corporation (ESIC) and Employees’ Provident Fund Organization (EPFO) in respect of the establishment in their respective purview during calendar year 2022 to 2026 (upto 30.06.2026) is at Annexure II. During inspection, all workers were found covered under the ESI Scheme and EPF Scheme. Further, the Government has also enacted Code on Social Security (CoSS) 2020 which has come to effect with effect from 21.11.2025.
