be pleased to state:
(a) the number of farmers benefited under the Input Subsidy Scheme for Rabi and
Kharif crops in Jaisalmer Balotra and my Constituency, Barmer and the total amount
credited to their accounts during the last five years;
(b) whether the above detail is likely to be made available year-wise including block-
wise of districts in table form;
(c) whether the eligible farmers did not receive this amount for certain reason, if so, the
details and numbers of such farmers year-wise along with the reasons;
(d) whether the Government is committed to distribute this pending amount to such
farmers and the time by which this amount to such farmers and the time by which this
amount is likely to be paid to them;
(e) whether any new system has been put in place to increase the transparency and
effectiveness of the scheme; and
(f) whether any technical or administrative hurdles have been detected in implementing
the scheme, if so, the details thereof?

(a) to (f): Agriculture is a state subject. However, the Government of India is implementing
various schemes and programmes for the welfare of farmers in the country including
Rajasthan. The Department of Agriculture and Farmers Welfare (DA&FW) is implementing
the National Food Security and Nutrition Mission (NFSNM) in all the 28 States includingRajasthan and 2 Union Territories (UTs) with the objective to increase foodgrain production
through area expansion and productivity enhancement. Under the NFSNM, assistance is
being provided to the farmers, through the States/UTs, on crop production and protection
technologies, cropping system based demonstrations, production & distribution of certified
seeds/seed minikits of newly released varieties/hybrids, Integrated Nutrient and Pest
Management measures, capacity building of farmers through cropping system based
trainings, organizing events/workshops etc. The Kharif foodgrain crops include Rice, Bajra,
Ragi, Small Millets, Tur and Rabi foodgrain crops include Wheat, Barley, Gram, Lentil and
foodgrain crops cultivated in both the season include Maize, Jowar, Urad and Moong. In
addition, the Government of India also provides flexibility to the states for state specific
needs under the Pradhan Mantri-Rashtirya Krishi Vikas Yojana (PM-RKVY). The allocation
and release of fund under NFSNM to Rajasthan state during last five years (2020-21 to
2024-25) is as under:

The Government is also implementing the National Mission on Edible Oils – Oilseeds
(NMEO-OS) aimed at boosting domestic oilseed production and achieving self-reliance
(Atmanirbhar Bharat) in edible oils for implementation all over the country including
Rajasthan. The objective of NMEO-Oilseeds is to enhance the production of key primary
oilseed crops such as Rapeseed-Mustard, Groundnut, Soybean, Sunflower, and Sesamum,
as well as increasing collection and extraction efficiency from secondary sources like
Cottonseed, Rice Bran, Corn oil and Tree Borne Oils.
The Sub-Mission on Seeds & Planting Material (now subsumed under National Food
Security & Nutrition Mission) is a demand driven scheme and implemented by concerned
State/Implementing Agencies for the welfare of small and marginal farmers in the country.
Under the scheme, financial assistance is available for distribution of seed and other seed
related interventions.
The digital initiatives such as Krishi Mapper and Seed Authentication, Traceability &
Holistic Inventory (SATHI) portal is implemented to enhance access and transparency of
the scheme.
