Parliament Question: Inspection of Private Health Institutions in Border Areas

DR. ANAND KUMAR: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government is aware that more than 80 unregistered nursing homes, hospitals and pathology laboratories were sealed and notices were issued to several other institutions for violating regulatory norms during a recent drive in the border districts of Uttar Pradesh, including Bahraich, adjoiningthe Indo-Nepal border; (b) if so, the detailsthereof; (c) the details of inspections conducted, unregistered health institutions identified, notices issued, institutions sealedandthe legalactiontakenagainst themduring the last three years, State/UT-wise; (d) whether the Government has assessed the effectiveness of the registration and inspection mechanism for private health institutions inborder andrural areas, if so, the details thereof; and (e) the steps being taken by the Government to further strengthen the regulatory mechanism to ensure qualityandsafe healthcare services inthe country? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (c): ‘Public Health’ and ‘Hospital’ are State subjects, the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is of that State Government. Under the National Health Mission, financial and technical support is providedtoStates/UTs tostrengthen theirhealthcare system. As per the information provided from State Government of Uttar Pradesh, 7 hospitals were deregistered, FIRs were lodged in 8 cases, 11 hospitals were sealed, and notices were issued to 97 hospitals. In addition, 7 laboratories/diagnostic centres were sealed and notices were issued to 24 laboratories/diagnostic centres. (d): As informedby the StateGovernment of Uttar Pradesh,registration of clinical establishments is carried out through the Janhit Swasthya Portal. Applications are processed by the concerned district authorities, and the Chief Medical Officers undertake verification/inspection, as applicable, before approval of registration in accordance with the prescribed regulatory framework. The online mechanism also facilitates systematic processing andmonitoringof applications.(e): As reported by the State, the Government of Uttar Pradesh is also taking steps to further strengthen the regulatory framework including appropriate provisions relating to the Clinical Establishments Act/Rules and clearly defined Minimum Standards, with the objective of strengthening registration, regulation, monitoring quality assurance and patient safety in clinical establishments. Further, the implementation progress and performance of schemes under National Health Mission (NHM) are regularly monitored through regular review meetings and field visits conducted through Common Review Mission (CRM). Also, periodic assessments e.g. National Family Health Survey, SampleRegistration System are used togauge healthindicatorsandimplementation status. ****
