Parliament Question: Institutional development, training capacity at IGRUA and NAU

GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 4011 TO BE ANSWERED ON THE 30th March 2026 INSTITUTIONAL DEVELOPMENT, TRAINING CAPACITY AT IGRUA AND NAU 4011. SMT GEETA ALIAS CHANDRAPRABHA Will the Minister of CIVIL AVIATION be pleased to state:- a) the steps being taken to strengthen training infrastructure and academic programmes at the Indira Gandhi Rashtriya Uran Akademi (IGRUA) and the National Aviation University (NAU); (b) the measures adopted to align training courses with emerging skill requirements in the aviation sector, including pilot training, aircraft maintenance and aviation management; and (c) whether any monitoring or evaluation mechanism has been laid down to assess training capacity, placement outcomes and contribution of these institutions to the aviation workforce in the country? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) For Financial Year 2025-26, IGRUA has increased the strength of its flying instructors by 100 %, Ground instructors by 25% for CPL & 50% for AME, aircraft availability by 30%, aircraft utilization rate by 70% and flying hours by 72 %. Two new courses B.Sc. (Aviation) and B.Sc. (AME) through affiliation mode have been started with RGNAU for CPL and AME training. In addition, RGNAU offers undergraduate, postgraduate, and certificate programmes, including B.Tech. in Aerospace Engineering and Electronics & Communication Engineering- Avionics, BBA in Aviation Management, MBA in Aviation Management and MBA in Aviation Logistics Management, BMS in Aviation Services & Air Cargo, PGDAO (Airport Operations). (b) Training programmes for aviation manpower are aligned with the DGCA-approved training and procedures manual, emerging skill requirements of the aviation sector through active collaboration with industry stakeholders, including periodic curriculum revision. Requirements are periodically reviewed by DGCA and are kept in line with International Civil Aviation Organization (ICAO) framework. (c) DGCA conducts regular audits and surveillance of training institutions to assess infrastructure, aircraft availability, instructor strength, and adherence to approved training programmes. Further, DGCA has implemented FTO ranking system for holistic evaluation of FTOs performance. The employment of such workforce is market driven in aviation sector. ******
