SHRI UMMEDA RAM BENIWAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the present status of the investigation conducted by the State or Union Government so far in the case of embezzlement of crores of rupees of crop insurance claims and agricultural input subsidy of farmers by the Gram Sewa Sahkari Samities of Jaisalmer district between the years 2017 and 2023; (b) the number of cases where crop insurance claims and agricultural input subsidy amount of farmers of other villages including Phalsoond area of Jaisalmer district have fraudulently deposited in the accounts of other persons and embezzled; (c) the amount recovered in these cases so far alongwith the details of the action taken against the sharecroppers, concerned officials and persons found guilty in these cases; (d) the steps taken by the Government to ensure that these farmers get their rights; and (e) the steps taken/proposed to be taken by the Government to protect the intrests of the farmers and prevent such claims? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a) to (d) : The roles and responsibilities of each stakeholder are defined in the Operational Guidelines of the Pradhan Mantri Fasal Bima Yojana (PMFBY) for the proper execution of the scheme. As per inputs provided by State Government of Rajasthan, irregularities detected under Pradhan Mantri Fasal Bima Yojana (PMFBY) in Kharif 2021 and 2022 seasons in Phalsoond and other areas, have been duly investigated/inquired by State Government as per provisions of Operational Guidelines. The State Government has further informed that based on such investigations, accounts of allegedly fraudulent beneficiaries have been frozen w.e.f. 31.08.2023 along with action taken on suspected officials . No cases of embezzlement or misuse have been reported at the level of the bank or the village service cooperative societies during the said period in relation to the agricultural input subsidy provided by the government. (e): In order to prevent fraudulent applications under the scheme, various verification and validation protocols have been implemented at the stage of enrolment of farmers under the scheme in National Crop Insurance Portal (NCIP) such as Aadhar validation of farmers, bank account validation through PFMS, land record validation through ROR of the States/UTs, AgriStack farmer ID validation and insured Crop validation with Digital Crop Survey, etc. Besides the system induced validation protocols, the Insurance Companies are also entrusted with the Quality Validation of the applications of farmers before the same are accepted for insurance and claims. Detailed quality control protocols have been provided for in the Operational Guidelines to control moral hazard and anti selection. *****
