GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO-1701 ANSWERED ON 29.07.2026 IRREGULARITIES IN IMPLEMENTATION OF PM-VIKAS SCHEME 1701. DR. BACHHAV SHOBHA DINESH Will the Minister of MINORITY AFFAIRS be pleased to state: (a) whether complaints or reports of irregularities, misutilisation of funds or fraudulent implementation under PM-VIKAS Scheme and the erstwhile Seekho aur Kamao scheme in Maharashtra have been received by the Government and if so, the details thereof; (b) the funds released, project implementing agencies empanelled, beneficiaries trained in Maharashtra during the last three years along with the verification mechanism adopted; (c) whether instances of fictitious/non-functional training centres, inflated billing, manipulated beneficiary records, Aadhaar misuse or deployment of the same instructors at multiple centres have been detected and if so, the details thereof and the action taken thereon; (d) whether any audit, physical verification or vigilance inquiry have been conducted in Maharashtra and if so, the details and its findings thereof; and (e) the measures taken to recover misutilised funds, fix accountability and strengthen monitoring mechanisms? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (e): The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme is a Central Sector Scheme implemented through empanelled Project Implementing Agencies (PIAs) and no funds are allocated State-wise or Union Territory-wise under the Scheme. PM VIKAS Scheme guidelines were approved in January 2025, and implementation commenced thereafter. As on date, 5,304 beneficiaries have been enrolled in the State of Maharashtra under the PM VIKAS Scheme. At present, 51 training centres are operational under the PM VIKAS Scheme in the State of Maharashtra. Ministry receives complaints, grievances and feedback on implementation of its schemes and programmes, through a well established mechanism of CPGRAM, RTI , SIDH Portal etc. The complaints including PM VIKAS received are investigated for taking suitable necessary action *******
