GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION RAJYA SABHA UNSTARRED QUESTION NO. 4066 ANSWERED ON 30.03.2026 IRRIGATION PROJECTS FOR SMALL FARMERS IN UTTARAKHAND 4066 # SHRI MAHENDRA BHATT: Will the Minister of Jal Shakti be pleased to state: (a) whether there are any schemes being implemented to expand minor irrigation schemes, such as Gul Canal Lift Irrigation Project, for small farmers in hilly and inaccessible areas; and (b) if so, the details thereof? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) & (b) Yes. In 2015-16, Pradhan Mantri Krishi Sinchai Yojana (PMKSY) was launched with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on farm-water use efficiency, introduce sustainable water conservation practices etc. Minor irrigation schemes are taken up under Har Khet Ko Pani (HKKP) component of PMKSY. In the North Eastern Region States and hilly States/UTs [Himachal Pradesh, Jammu and Kashmir and Uttarakhand] individual Surface Minor Irrigation (SMI) scheme with minimum Cultivable Command Area (CCA) of 10 hectares, or a cluster of schemes with minimum CCA of 20 hectares within a radius of 5 km are, eligible for Central Assistance with funding pattern of 90 (Centre) : 10 (State). Gul Canal Lift Irrigation Projects are also admissible under SMI component of PMKSY-HKKP. A total of 422 Surface Minor Irrigation (SMI) schemes relating to gul construction, tank construction and pipeline works are under implementation in Uttarakhand under PMKSY-HKKP. However, none of these schemes pertain to Gul Canal Lift Irrigation Project. Additionally, as per the information provided by the Government of Uttarakhand, irrigation schemes such as gul, canal, tanks and pipeline lift irrigation projects for small farmers in hilly and inaccessible areas of Uttarkhand are being implemented under different State Sector heads also. ******
