Parliament Question: Issues in implementation of PM-KISAN

GOVERNMENT OF INDIA MINISTRY OF AGRICULTURE AND FARMERS WELFARE DEPARTMENT OF AGRICULTURE AND FARMERS WELFARE RAJYA SABHA UNSTARRED QUESTION NO. 1622 TO BE ANSWERED ON 13/02/2026 ISSUES IN IMPLEMENTATION OF PM-KISAN 1622 Smt. Rekha Sharma: Will the Minister of Agriculture and Farmers Welfare be pleased to state: (a) the total number of farmers benefitted under Pradhan Mantri Kisan Samman Nidhi (PM- KISAN) during the last three years, State-wise; (b) the total amount disbursed under the scheme; (c) whether issues related to exclusion of eligible farmers have been identified; and (d) the steps taken to improve coverage, transparency and grievance redressal? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a) & (b): The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land- holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to higher economic status. A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all the farmers across the country without involvement of any intermediaries. Maintaining absolute transparency in registering and verifying beneficiaries, the Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme. The instalment- wise details of beneficiaries and amount released in last three years is at Annexure. (c) & (d): PM-KISAN is an entitlement based scheme and each eligible farmer is entitled to receive the benefit of the scheme. Under the PM-KISAN Scheme, States/UTs are mandated to identify and verify the eligible beneficiaries under the scheme and upload the data of eligible farmers including land records, linking of Aadhaar with their bank accounts and e-KYC for successful transfer of the benefits. The registration of farmers and their verification under the Scheme is an ongoing process. The farmers can register themselves through PM-KISAN Portal and Common Service Centers (CSCs). All such applications are approved by the concerned States/UTs after due verification. Thereafter, benefit is processed immediately by the Department and the same is released in the subsequent instalment.The benefit under the PM-KISAN scheme is transferred to beneficiaries via Direct Benefit Transfer (DBT), based on verified data provided by States and UTs through the PM- KISAN portal. To ensure transparency and efficient implementation, several technological measures have been introduced, including integration with PFMS, UIDAI, and the Income Tax Department. Further, Land seeding, Aadhaar-based payments, and e-KYC have been made mandatory to ensure benefits reach only to the eligible farmers. The PM-KISAN database is also cross-verified with the PDS ration card database and UIDAI records (including deactivated Aadhaar due to death) for deduplication. In order to expand coverage and to ensure that no eligible farmers are left out from the Scheme, the Government of India time to time undertakes saturation drives in coordination with the State Governments. A major nationwide saturation drive was undertaken from 15th November 2023 under the Viksit Bharat Sankalp Yatra (VBSY), during which, more than 1.0 Cr. farmers were included under PM-KISAN. Further, under the new Government’s 100 days initiative, over 25 lakh eligible farmers were added under the PM-KISAN scheme. Additionally, a special drive was conducted in September 2024 to clear the pending self- registration cases, which resulted in the addition of over 30 lakh new farmers. Further, to improve transparency and to ensure the prompt resolution of issues faced by the farmers under the PM-KISAN scheme, a robust grievance redressal mechanism has been created. There is a dedicated grievance module on the PM-KISAN Portal for raising grievances by the farmers. These grievances are addressed by the State/District level officials in a time bound manner. Apart from the PM-KISAN grievance module, farmers can also register their grievances through Centralized Public Grievance Redress and Monitoring System (CPGRAMS) Portal. Further, considering the large beneficiary base of the scheme, to promptly address the general queries and grievances raised by the beneficiaries, a voice-based PM- KISAN AI Chatbot (Kisan e-Mitra) was developed. This Chatbot provides quick, accurate, and clear responses to farmers' queries round the clock in their native languages, making the system more accessible and user-friendly.
