ADV.ADOORPRAKASH: Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate: (a) whether the Government isaware that the paramedical students who have completed their studies outside Kerala are facing issues intheirregistration with Kerala Paramedical Council; (b) if so, the detailsthereofand the reasons therefor; (c) whether the Government is likely to take immediate action to intervene to resolve the issue, if so, the detailsthereof; (d) whether the Government has notified the regulations for the functioning of State Allied and Healthcare Councils in accordance with the National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021andif so, the detailsthereof; (e) whether the State Councils have started functioning in each of the States/UTs including Kerala; and (f) if so, the detailsthereofand if not,the reasons therefor? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT. ANUPRIYAPATEL) (a) to (f) : The National Commission for Allied and Healthcare Professions (NCAHP) has been constituted, inter-alia, for regulation and maintenance of standards of education and services by allied and healthcare professionals listed under the Schedule of National Commission for Allied and Healthcare Professions(NCAHP) Act, 2021. As per Section 22(1) of NCAHP Act, 2021, every State Government, by notification, is required to constitute the State Council to be called the State Allied and Healthcare Council. So far, 26States/UTs includingKerala have constituted their respective State Councilsfor Allied andHealthcare Professions underthe Act. Further, as per Section 66 of NCAHP Act, 2021, the Commission (NCAHP), has to make regulations after public consultation and with the previous approval of the Central Government, to carry out the purposes of this Act. NCAHP has drafted regulations on “Registration of Allied and Healthcare Professions”, "Recognition of Institutions for Allied andHealthcare Professionals Regulations" and"Autonomous Boards and Central Assessment Board (Establishment, Constitution, Functions and Powers) Regulations" which are at different stages of examination. *****
