JAL JEEVAN MISSION IN BIHAR
885. SHRI RAJA RAM SINGH:
Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government has reviewed the implementation of the Jal Jeevan Mission in
flood-prone districts of Bihar and if so, the details thereof;
(b) the details of Functional Household Tap Connections presently non-functional, district
wise;
(c) whether any special package has been sanctioned to restore damaged rural drinking water
infrastructure following floods and if so, the details thereof;
(d) the total Central assistance released to Bihar under the Flood Management and Border
Areas Programme during the last five years; and
(e) the details of the funds utilised on infrastructure building and humanitarian assistance,
district-wise?

(a) to (c) Drinking Water is a ‘State’ subject, and hence, under JJM, the responsibility of
planning, approval, implementation, operation & maintenance of drinking water supply
schemes lies with State/UT Governments. The Government of India supports the States by
providing technical and financial assistance. Since August 2019, Government of India, in
partnership with States, has been implementing Jal Jeevan Mission (JJM) – Har Ghar Jal to
make provision of tap water supply to every rural household of the country.
The Union Cabinet has approved the extension of Jal Jeevan Mission (JJM) period up to
December 2028 with enhanced outlay and restructured implementation focusing on structural
reforms in rural drinking water supply sector under JJM 2.0.
The Department has shared the operational guidelines of JJM 2.0 with States/UTs which
provides that each scheme shall have an emergency continuity plan to ensure uninterrupted
water supply during droughts, floods and other disruptions. Further, the implementation of the
Page 1 of 2mission, including in flood-prone districts of Bihar, is reviewed regularly through periodic
review meetings, field visits, video conferences and monitoring through the JJM-IMIS.
At the start of the Mission, around 3.16 lakh (1.89 %) rural households were reported to have
tap water connections in State of Bihar. So far, as reported by the State on JJM-IMIS, around
1.57 crore rural households have been provided with tap water connections. Thus, as on
19.07.2026, out of 1.67 crore rural households in the State, around 1.60 crore (95.71%)
households are reported to have tap water supply in their homes. The district-wise status of tap

(d) & (e) No special package has been sanctioned by the Department of Drinking Water &
Sanitation for restoration of rural drinking water infrastructure damaged due to floods in Bihar.
As informed by Department of Water Resources, River Development & Ganga Rejuvenation,
flood management and anti-erosion schemes are formulated and implemented by concerned
State Governments as per their priority. The Union Government supplements the efforts of the
States by providing technical guidance and also promotional financial assistance for
management of floods in critical areas. Union Government is implementing "Flood
Management and Border Areas Programme (FMBAP)" 2 for providing central assistance to
States for works related to flood control, anti-erosion, drainage development, anti-sea erosion,
etc. The total central assistance released to Bihar under Flood Management and Border Areas
Programme (FMBAP) during last five years is Rs. 295.728 crore.
