(a) whether the Government is aware that the Jal Jeevan Mission (JJM) in Kerala has come to a
standstill due to insufficient funds and arrears pending for contractors;
(b) if so, the details thereof and the reasons therefor including the steps taken by the
Government for its seamless continuation;
(c) whether the Government has released the Central share for JJM in Kerala during 2025 and if
so, the details thereof;
(d) whether the Government has data regarding the total funds released for the implementation
of JJM in Kerala and if so, the details thereof;
(e) the present status of completion of projects under JJM in Kerala along with the percentage of
work completed, central funds released, State share and the amount utilised as on date; and
(f) the measures taken/to be taken by the Government to release funds to the State for
completion of the projects under JJM within the extended deadline?

(a) to (f) The Government of India had launched Jal Jeevan Mission (JJM), a centrally sponsored
scheme, in August 2019, aiming to provide Functional Household Tap Connections (FHTCs) to
every rural household of the country. At the time of the launch, the Government also approved
support for the States and UTs with a central outlay of ₹2,08,652 crore. The approved central outlay
has almost been utilized.
Drinking Water being a State subject, it is States, who plan, design, approve and implement
drinking water supply schemes. Government of India supplements the efforts of the States by
providing technical and financial assistance. Numerous projects are implemented concurrently at
various levels across the States for achieving the envisaged objectives. As such, project-wise
details of individual projects/ schemes for rural water supply projects, inter alia including details of

State of Kerala has informed that JJM works for providing piped water supply to rural population
of the State is in progress, however, the pace of implementation has slowed down due to paucity of
funds.
To achieve the goal of the mission with focus on quality of infrastructure and Operation &
Maintenance of rural piped water supply schemes for long term sustainability and citizen centric
water service delivery, Hon'ble Finance Minister during her budget speech 2025-26 has announced
extension of Jal Jeevan Mission until 2028 with enhanced total outlay.
