**Summary:**
In response to Lok Sabha Unstarred Question No. 647, dated 23.07.2025, regarding jobs created by semiconductor manufacturing units established under the Semicon India Programme and the environmental impact of these units, the Ministry of Electronics and Information Technology provides the following information.
The Government of India introduced the Semicon India Programme with an outlay of Rs 76,000 crore to develop the semiconductor and display manufacturing ecosystem. To date, six semiconductor manufacturing projects have been approved under this program, with a cumulative investment of approximately Rs. 1,55,000 crore. These projects are anticipated to generate over 27,000 direct job opportunities, contingent on the level of factory automation. Due to the specialized nature of semiconductor manufacturing, a majority of these jobs will require skilled labor. The establishment of these units is expected to stimulate employment in other sectors and throughout the supply chain.
The projects operating under the Semicon India Programme are subject to all applicable environmental laws and regulations concerning water usage, waste management, and carbon emissions. The government is committed to enforcing environmental regulations to mitigate the environmental impact of these units.

Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) the total number of jobs created directly and indirectly by the Semiconductor Manufacturing Units
established under the Semicon India programme including a breakdown by skilled and unskilled labour;
and
(b) whether the Government has evaluated the environmental impact of these units particularly in terms
of carbon emissions, water usage and waste generation and if so, the details of any mitigation measures
implemented to address these impacts?

(a) and (b): Government introduced Semicon India Programme with an outlay of Rs 76,000 crore for
development of semiconductor and display manufacturing ecosystem in the country.
Government has approved six (6) semiconductor manufacturing projects so far under this Program
with cumulative investment of around Rs. 1,55,000 crore. These approved semiconductor
manufacturing projects are expected to generate more than 27,000 direct job opportunities depending
on the maturity of factory automation.
Semiconductor manufacturing is a highly specialised industry requiring complex manufacturing
process. Therefore, most of the jobs created in this industry are skilled jobs. Further, as semiconductor
industry is a foundational industry, these units are expected to have a cascading effect on employment
generation in the other sectors and the supply chain down the line.
The projects under Semicon India remain regulated under applicable laws/rules regarding
environment, water, waste etc.
