under various components of the Kala Sanskriti Vikas Yojana (KSVY), State/UT-wise
including district- wise in Uttar Pradesh and Madhya Pradesh during the last five years
and the current year, year- wise;
b) the details along with the manner in which the total amount of funds sanctioned,
allocated and utilized year-wise including the number of schemes and projects
supported under the KSVY scheme particularly for cultural programme, traditional arts,
folk culture, tribal heritage conservation or any other projects during the said period,
component, State/UT-wise including district-wise in Uttar Pradesh and Madhya
Pradesh particularly Chhindwara district;
c) the details of financial assistance provided to any organization in Chhindwara district
under the specific component of KSVY;
d) the number of applications received, approved, rejected and pending under the
scheme, State/UT-wise including district-wise in Uttar Pradesh; and
e) whether any impact assessment or follow-up audit has been conducted to evaluate the
cultural or livelihood outcomes of the scheme, if so, the details thereof?

(a) to (c) For promotion of Art and Culture, Ministry of Culture is implementing Kala
Sanskriti Vikas Yojana (KSVY) under which financial assistance is provided to eligible
cultural organizations / individuals working in the field of performing arts (including
traditional, folk and tribal arts) across the country, including the state of Uttar Pradesh andMadhya Pradesh. The details of total amount of funds allocated, sanctioned / utilized under
KSVY during the last five financial years and the current financial year are as under:

The details of the number of individual artists and organizations which have received
assistance under various components of the Kala Sanskriti Vikas Yojana (KSVY),
State/UT-wise during the last five financial years and the current financial year are given at
Annexure-I.The district-wise data of beneficiaries under KSVY is not available in the
Ministry.
(d) The State/UT-wise details of the number of applications received, approved, and
rejectedincluding those pertaining to Uttar Pradesh, while holding the last Meeting of the
Selection/Expert Committee held under various components of the Kala Sanskriti Vikas
Yojana (KSVY) are given at Annexure–II.
(e) In pursuance of the Department of Expenditure, Ministry of Finance’s extant guidelines
and the NITI Aayog’s Output–Outcome Monitoring Framework, the Ministry undertakes
third-party evaluations prior to each Finance Commission cycle. These assessments are
intended to review the performance and outcomes of the Kala Sanskriti Vikas Yojana
(KSVY), including its cultural reach and potential livelihood implications. In addition, to
ensure progress and proper utilization of funds in accordance with the scheme’s governing
provisions, the Ministry conducts physical inspections and examines Utilization Certificates
in line with the General Financial Rules (GFR) 2017, along with bill vouchers and other
evidentiary proofs such as photographs, videos, and completion certificates.
