KGBVs in Andhra Pradesh

Will the Minister of EDUCATION be pleased to state:
(a) the number of Kasturba Gandhi Balika Vidyalayas (KGBVs) sanctioned and operational in the
country, State/UT-wise and district/block-wise for Andhra Pradesh;
(b) the details of the number of blocks in Andhra Pradesh eligible for having KGBVs, district-wise;
(c) the details of the funds allocated, released and utilized for KGBVs, State/UT-wise, year-wise
during the last five years and district-wise of the above said State;
(d) the details of the student intake capacity of these KGBVs, State/UT-wise, district and block-wise
in Andhra Pradesh;
(e) the details of the number of KGBVs with functional hostels, State/UT-wise, block and district-
wise in Andhra Pradesh and the student hostel capacity available in each; and
(f) the details of measures taken by the Government to ensure full operationalisation and improved
infrastructure of KGBVs particularly in districts/blocks of the said State?

(a) to (e): Kasturba Gandhi Balika Vidyalayas (KGBVs) are residential schools from class VI to
XII for girls belonging to Socio-Economically Disadvantaged Groups (SEDGs) such as Schedule Tribe,
Schedule Caste, Other Backward Class and others in Educationally Backward Blocks (EBBs).
State/UT-wise details of the number of KGBVs sanctioned, operational and the funds approved
during the last five years in the country including Andhra Pradesh are at Annexure-I.
As per information received from State Government of Andhra Pradesh, the district-wise details
of the number of KGBVs sanctioned, operational, student intake capacity and EBBs in Andhra Pradesh
are at Annexure-II.(f): Education being in the concurrent list of the Constitution of India with majority of the schools
under the domain of the States and UTs. Samagra Shiksha supports creation of infrastructure and other
basic facilities such in Government Schools. In this regard, Annual Work Plan and Budget (AWP&B)
is prepared by the States and UTs based on their requirements. These plans are then appraised/approved
by Project Approval Board (PAB) in consultation with the States and UTs as per the programmatic and
financial norms of the Scheme and availability of budgetary resources. The funds for KGBV, after
approval in the PAB, are released under Samagra Shiksha & not separately.
Further, States/UTs are supported for strengthening infrastructure in KGBVs through provision
of additional classrooms, smart classrooms, ICT labs, toilets, boundary walls, solar geysers, furniture,
bedding replacement and kitchen equipment. As informed by Government of Andhra Pradesh,
following measures have been taken among others to ensure full operationalisation and improved
infrastructure of KGBVs:-
(i) Upgradation of KGBVs from upper primary (Class VI–VIII) to secondary and senior
secondary levels (Class VI–XII) in a phased manner.
(ii) Recruitment of qualified teaching and non-teaching staff to fill vacancies and maintain
proper pupil-teacher ratios.
(iii) All KGBVs are now operating in their own permanent (pucca) buildings, ensuring
stability and enhanced safety for the students.
(iv) In an effort to promote inclusivity, toilets and ramps have been constructed across all
KGBVs to cater to Children With Special Needs (CWSN). These facilities are built in accordance with
accessibility norms to ensure ease of use for all students.
The progress of the scheme is monitored through the PAB, as well as through monthly and half-
yearly review meetings by the Department of School Education & Literacy. The matter is regularly
taken up with the States for expediting completion and making the KGBVs operational.
