Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Government has made any progress in implementing the
Khelo Bharat Niti 2025 across the Country and if so, the details thereof,
State/UT-wise;
(b) the details of mechanisms established to ensure effective coordination
among Central Ministries, State Governments, National Sports Federations,
educational institutions and other stakeholders;
(c) the manner in which the Government is leveraging the Khelo Bharat Niti
to strengthen India’s preparations for the medal in Asian and Olympic Games
and creating a sustainable pipeline of medal-winning athletes for the Country;
and
(d) the details of number of States and Union Territories that have adopted or
are in the process of aligning or formulating, their sports policies in line with
the vision and objectives of the Khelo Bharat Niti 2025, State/UT-wise?

(a) to (c): Khelo Bharat Niti, 2025 provides a whole-of-Government framework
for sports development through convergence among Central Ministries,
National Sports Federations (NSFs), educational institutions, the private
sector and other stakeholders. The policy is being implemented through the
existing schemes of Department of Sports and Sports Authority of India in
coordination with recognized NSFs. It provides a structured grassroots-to-
elite athlete development pathway with a view to improving India’s
performance at the upcoming Olympics, Paralympics, and other international
sporting events and supporting preparations for the 2036 Olympic Games.
The policy focuses on early talent identification, coaching, sports science,
sports medicine, quality infrastructure and enhanced competition exposure.
Through schemes such as Khelo India, National Centres of Excellence
(NCOEs), Target Olympic Podium Scheme (TOPS) and Assistance to National
Sports Federations (ANSF), the Government is building a sustained pipeline
of athletes across priority sporting disciplines.
(d): The Khelo Bharat Niti 2025 strengthens talent identification, structured
training, sports science/medicine support and funding mechanisms in States,
building a broad-based athlete pipeline aimed at the 2036 Olympics. Sports
policies of individual States and Union Territories have been assessed
internally by this Department for alignment. Many of the States’ Sports
Policies are substantially aligned, and this Department has encouraged other
States for aligning their State policy in line with KBN 2025.
