The National Health Mission (NHM) provides support for improvement in health
infrastructure, availability of adequate human resources in health facilities, to improve
availability and accessibility to quality health care especially for the under served and
marginalized groups in rural areas. The Ministry of Health and Family Welfare provides
technical and financial support to the States/UTs to strengthen the public healthcare system,
based on the proposals received inthe form of ProgrammeImplementation Plans(PIPs)under
NHM. Government of India provides approval for the proposals in the form of Record of
Proceedings(RoPs) aspernorms& available resources.
Through1.80lakhAyushmanArogya Mandirincluding214 inChuru LokSabhaconstituency,
comprehensive primary healthcare, with 12 expanded package of services including
Reproductive and child care services and basic emergency care, is provided by strengthening
Sub Health Centres (SHCs) and Primary Health Centres (PHCs). To complement the
expanded services, the essential list of drugs & diagnostics has been expanded to make
available 300 drugs & 97 diagnostics at CHCs, 172 drugs & 63 diagnostics at PHCs and 106
drugs & 14diagnosticsat SHCs.
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an
outlay of Rs.64,180 crore aims to provide support for infrastructure development for Sub-
Health Centres, Urban Health and Wellness Centres, Support for Block Public Health Units,
Integrated District Public Health Laboratories and Critical Care Hospital Blocks. The XV-
Finance Commission hasrecommended grants aggregating toRs.70,051 crore overthe period
of five years (2021-2026) through Local Governments to strengthen the healthcare system in
states.
As informed by Govt. of Rajasthan, a total of 24 ambulances (18 under 108 and 6 under
Janani Express) are currently available in the Churu Lok Sabha constituency, including
replacements for previously condemned vehicles. Under NHM, Mobile Medical Units
(MMUs) provide healthcare services across the country including 4 MMUs in the Churu Lok
Sabhaconstituency.
The teleconsultation services, available at operational AAMs across the country, enables
people to access the specialist services closer to their homes addressing concerns of physical
accessibility, saving cost to care, shortage of service providers and to ensure continuum of
care. As informed by Govt. of Rajasthan, between April, 2025 and October, 2025, a total of
7,916 teleconsultations have been facilitated through the E-Sanjeevani platform in the Churu
LokSabhaconstituency .
The Government of India has taken number of initiatives in the form of incentives and
honorarium to the medical professionals for encouraging better service delivery in rural and
remote areasacross the country, which include:
i. Hard Area Allowance to specialist doctors for serving in rural and remote areas so
thattheyfind it attractive toserve inpublic healthfacilities insuch areas.
2ii. States are also allowed to offer negotiable salary to attract specialist including
flexibilityinstrategies such as “YouQuote We Pay”.
iii. Non-monetary incentives such as preferential admission in postgraduate courses for
staff serving in difficult areas and improving accommodation arrangement in rural
areashave also beenintroduced underNHM.
iv. Under District Residency Program of National Medical Commission (NMC),
second/third yearPGstudents of medical collegesare posted indistrict hospitals.
The Government of India, under NHM, is implementing various schemes/initiatives i.e.
Janani Suraksha Yojana (JSY), Janani Shishu Suraksha Karyakram (JSSK), Pradhan Mantri
Surakshit Matritva Abhiyan (PMSMA), ExtendedPMSMA and establishment of Newborn
Stabilization Units (NBSUs) and paediatric wards at Primary Health Centres, Community
Health Centres to improve maternal health services across the country, including Churu
Parliamentary Constituency of Rajasthan.
