Shri Ashok Kumar Yadav: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether work is being undertaken by the Government for the computerization of land records, digitization of maps, surveys and online mutation under the Digital India Land Records Modernization Programme (DILRMP)/Land Digitization Scheme in the country, State-wise, if so, the details of the objectives, major components and current status of the said scheme; (b) the details of the amount of funds allocated and utilised under the said scheme along with the list of the States that have achieved full or partial digitization of land records therein, State- wise; (c) whether the progress of land digitization process in Bihar is lower than the national average, if so, the primary reasons therefor; and (d) whether the Government has formulated any special action plan, provided additional financial assistance, fixed time-bound targets or set monitoring mechanisms to expedite the said digitization work in Bihar and if so, the details thereof and the proposed timeline in this regard? ANSWER MINISTER OF STATE IN MINSTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a) Yes Sir. Government of India has been implementing a comprehensive programme for the computerization of land records, digitization of maps and surveys/re-survey in the country by the name of Digital India Land Records Modernization Programme (DILRMP) with 100% financial assistance from Central Government since 2016-17. The objective of DILRMP is to develop a modern, comprehensive and transparent land record management system to (i) improve real-time information on land; (ii) optimize use of land resources; (iii) assist in policy & planning; (iv) reduce land disputes; (v) check fraudulent / benami transactions; (vi) obviate need of physical visits to Revenue/Registration offices and enable sharing of information with various organisations/agencies. The major components of DILRMP are Computerization of Land Records, Computerization of Registration, Survey / Re-Survey, Modern Record Rooms, Computerisation of Revenue Court Management System and Integration of Aadhaar number with the land record database on voluntary basis. The DILRMP has been extended for a period of five years from 01.04.2021 to 31.03.2026. 1(b) The DILRMP is a demand driven programme and funds are released to States/UTs based on their proposals submitted for various components of the programme. Under DILRMP during the period 01.04.2021 to till 20.03.2026, out of the total outlay of Rs.984.61 crore, an amount of Rs. 969 crore have been released to various States/UTs and other implementing agencies. The State wise status of digitization of land records is given in the Annexure-I. (c) & (d) Land digitization has been completed in the State of Bihar.
