LONG-TERM AVIATION MASTER PLAN FOR ODISHA
178. SHRI NIRANJAN BISHI
Will the Minister of CIVIL AVIATION be pleased to state:-
(a) whether Government has prepared a long-term aviation master plan for the State of
Odisha thereby integrating industrial growth, tourism, and regional development; and
(b) if so, the details thereof, if not, the reasons therefor?

STARRED QUESTION NO. 178* FOR REPLY ON 09.03.2026 REGARDING "LONG-
TERM AVIATION MASTER PLAN FOR ODISHA" ASKED BY SHRI NIRANJAN BISHI
(a) & (b): There are 5 operational airports in the state of Odisha namely, Bhubaneswar,
Jeypore, Jharsuguda, Rourkela and Utkela. Further, on the request of Government of Odisha
(GoO), 'In-Principle' approval under Greenfield Airports (GFA) Policy, 2008 has been
granted by Government of India (GoI) for development of a greenfield airport at Puri,
Odisha.
Jharsuguda, Jeypore, Rourkela and Utkela airports have been developed and operationalised
under the Regional Connectivity Scheme-Ude Desh ka Aam Nagrik (RCS-UDAN). A total
of 32 RCS routes have been operationalised in the State of Odisha under UDAN Scheme.
Additionally, Rangeilunda, Amarda and Rairangpur (Dandabose) airstrips have also been
identified for development to support RCS flights.
Further, the airstrips at Angul, Barbil, Birasal, Gudari, Hirakud, Jayakpur, Lanjigarh,
Nawapara, Padampur, Raisuan, Sukinda, Theruboli, Tushra, Malkangiri, Baripada, and
Konark in Odisha are listed as unserved airstrips in the UDAN document. If any valid bid is
received in future for operation of RCS flights connecting these airstrips, the same shall be
considered as per UDAN scheme provisions.
