Will the Minister of RURAL DEVELOPMENT be pleased to state:

Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) to
ensure long term career progression rather than short-term
employment provided to rural youth align with employment from
IIIT rather than being limited to short-term employment in the
country, if so, the details thereof, State and district-wise
including Madhya Pradesh, Jammu and Kashmir, Chhattisgarh,
Dumka, Hazaribagh and Ramgarh of Jharkhand and Darbhanga
of Bihar;
(b) the mechanisms established under the said scheme to monitor
post-placement retention, wage growth, career mobility and
salary increments of the beneficiaries under the scheme, State
and district-wise including the said districts;
(c) the details and total number of candidates trained and employed
under the said scheme since its inception during the last three
years, State and district-wise;
(d) the manner in which quality control is ensured among Project
Implementing Agencies operating under the Public-Private
Partnership (PPP), State and district-wise including the said
districts;
(e) whether there is any proposal to conduct a comprehensive
review in Darbhanga district and has any plans to enhance
outreach in this regard, if so, the details thereof;
(f) the steps taken to strengthen the participation of women, SCs,
STs and socially disadvantaged groups beyond the prescribed
inclusion percentages in this regard, State and district-wise
including the said districts;
(g) the details of funds released, allocated, utilised and pending
under DDU-GKY during the last three financial years, State and
district-wise including the said districts; and
(h) the measures taken by the Government to ensure that training
under DDU-GKY matches the local employment opportunities
and industry demands?

(SHRI KAMLESH PASWAN)
(a) to (h): Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-
GKY) is a standard led outcome driven quality skilling program which
aims to contribute to the Prime Minister’s ‘Make in India’ campaign to
position India as the globally preferred manufacturing hub, while
dovetailing its efforts to significantly contribute in other flagship
programs of the nation. DDU-GKY is a State led scheme being
Page 2 of 8implemented in PPP mode, based on a demand-driven target sanction
process. The program occupies a unique position amongst other skill
training programs, due to its focus on the rural poor youth and its
emphasis on sustainable employment through the prominence and
incentives given to post-placement tracking, retention, and career
progression. To ensure quality adherence, DDU-GKY mandates
independent third-party certification, through Sector Skill Councils
(SSC) of NSDC, of every trainee to assess the skill, knowledge and
attitude of each trainee.
Under DDU-GKY, two special components are being implemented.
i.e., ROSHNI program is being implemented for 27 left-wing extremist-
affected areas of 9 States with mandatory residential course with
40% coverage to women candidates, and Himayat- All youth of the
UT of Jammu & Kashmir and Ladakh are covered under this scheme
with 100% central funding.
The target group for DDU-GKY is poor rural youth in the age group
15-35. However, the upper-age limit for women candidates and
candidates belonging to Particularly Vulnerable Tribal Groups
(PVTGs), Persons with Disabilities (PwDs), Transgender and other
Special Groups like rehabilitated bonded labour, victims of
trafficking, manual scavengers, transgender, people living with HIV
etc. shall be 45 years.
The State/UT wise details of candidates trained and placed,
including Madhya Pradesh, Jammu and Kashmir, Chhattisgarh,
Jharkhand and Bihar are given at Annexure-I and the details of total
candidates trained and placed, including women, SCs, STs, and
socially disadvantaged groups in Dumka, Hazaribagh, and Ramgarh
districts of Jharkhand and Darbhanga district of Bihar, are given
at Annexure-II.
Salient features of the program are:
Placement-linked Skill Development Program
Public Private Partnership mode of Implementation
Mandatory social inclusion: SC/ST (50%), Women (33%), PwDs
(5%).
Minimum 70% placement (Minimum 50% wage employment and
maximum 20% self-employment).
Salary to the placed candidates is given as per the Minimum
wages or above. Post Placement Support and Retention Support
to the placed candidates

disadvantaged groups) and State/UT wise details of candidates
trained and placed, from FY 2018-19 till Feb 2026 are given in
Annexure-III.
This programme is being implemented in 'project mode' by
sanctioning the projects to Project Implementing Agencies (PIAs).
These PIAs may be any entity which is:
i. A Government or semi-government organization at the National
and State level,
ii. NGO registered with NITI Aayog,
iii. Registered under Indian Trust Acts or any State Society
Registration Act or any State Cooperative Societies or Multi-
State Cooperative Acts or the Companies Act 2003 or the
Limited Liability Partnership Act 2008, or SHGs and its
federations namely Cluster Level Federation/Block Level
Federation.
iv. More than three years old entity, except Start-ups, etc.
DDU-GKY is a demand-driven scheme; hence, funds are not
allocated State-wise. However, since inception, a total of Rs. 7442.53
crore has been released to the States, as mentioned in Annexure-IV.
Under the current Deen Dayal Upadhyaya Grameen Kaushalya
Yojana 2.0 (DDU-GKY2.0), greater emphasis has been given on
securing a minimum of 6 months of employment for trained
candidates, along with tracking support for 12 months to ensure a
job. An amount of ₹ 7620 (₹1270 per month) is given to placed
candidates for 6 months. Retention Support @ ₹5000 is given for every
candidate employed continuously for 365 days, with a break of a
maximum of 60 days. Provision has also been made under DDU-
GKY2.0 of upskilling and reskilling opportunities for trainees after 12
months of placement.
Under the DDU-GKY2.0 efforts are made to align the aspirations
of rural youth with the evolving skill requirements of the labour
market. States/UTs are provided budgetary support to undertake skill
gap studies to identify sectoral opportunities and employment
potential in their regions. Based on these studies, States/UTs and
Project Implementing Agencies (PIAs) are encouraged to propose
training programmes in emerging and high-growth sectors aligned
with local, domestic and global job markets. While submitting project
proposals, PIAs are required to provide justification and demand
assessment for the sectors proposed, ensuring that training under
DDU-GKY remains demand-driven and industry-relevant.
