SHRI YADUVEER WADIYAR: SHRI ANURAG SHARMA: SHRI G M HARISH BALAYOGI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: a) the progress achieved under the Mangrove Initiative for Shoreline Habitats and Tangible Incomes (MISHTI) Scheme for mangrove restoration across States and Union Territories including district-wise for Andhra Pradesh especially Konaseema district; b) the implementation framework adopted for mangrove expansion to strengthen coastal resilience, conserve biodiversity and support sustainable livelihoods of coastal communities State/UT-wise including district-wise for Andhra Pradesh especially Konaseema district; c) the details of the funds allocated, released and utilised under the said Scheme, State/UT- wise including district-wise for Andhra Pradesh especially Konaseema district; d) the monitoring and outcome indicators used to assess ecological and livelihood impacts under the scheme, State/UT-wise, including district-wise for Andhra Pradesh especially Konaseema district; and e) whether the Government proposes to scale up the MISHTI Scheme to additional coastal areas with enhanced funding support and if so, the details thereof, State/UT-wise including district-wise for Andhra Pradesh especially Konaseema district? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) & (c) As announced in the Union Budget 2023–24, the Mangrove Initiative for Shoreline Habitats & Tangible Incomes (MISHTI) was launched to restore and expand mangroves and enhance coastal ecosystem resilience. An amount of ₹88.44 crore has been released through National CAMPA to six coastal States/UTs of Gujarat, West Bengal, Kerala, Andhra Pradesh, Odisha andPuducherry, for restoration of 9,536 ha of degraded mangroves. Additionally, 22,560.34 ha has been taken up under convergence with State/National CAMPA, MGNREGS and State Plans. In Andhra Pradesh, ₹13.077 crore has been released through National CAMPA for restoration of 1,401 ha across six divisions, including 500 ha in Dr. B.R. Ambedkar Konaseema division. As per State inputs, 1,280 ha have been brought under restoration under MISHTI. The State/UT-wise details of area, funds allocated, released, and utilized under MISHTI, including district-wise details for Andhra Pradesh, are provided in Annexure-I. The district-wise details of physical and financial progress for Andhra Pradesh, is provided in Annexure-II. (b), (d) & (e) The Ministry has issued Operational Guidelines for implementation of MISHTI, under which coastal States/UTs undertake approved activities through convergence with State/National CAMPA, MGNREGS and State Plans, with gap funding provided through National CAMPA based on approved Annual Plans of Operation and budget availability. The programme covers core activities such as mangrove plantation and restoration, along with support activities implemented through local communities, including Van Suraksha Samitis (VSS). Monitoring follows a multi-tier mechanism requiring State-level site inspections and submission of physical and financial progress reports, including geo-tagged photographs and .kml files. Corrective maintenance is undertaken based on survival assessments. The Forest Survey of India assesses changes in mangrove cover through periodic surveys.
